DIVISION DIRECTOR - HUMAN SERVICES
About The Position (finance And Administration)
Washoe County is seeking a strong, visionary, and seasoned leader with executive level management experience in the public sector managing complex financial and administrative operations. The new Human Services Agency Division Director for Finance and Administration must have significant experience managing large programs and possess the proven ability to develop strategic financial plans, analyze operational and financial data, and provide recommendations that support organizational goals, service delivery, and long-term sustainability. The ideal candidate will have the ability to interpret, and apply the provisions of diverse federal, state, and local legislation and regulations. This mission-critical position ensures quality service to the County’s most vulnerable populations; long-term planning, effective leadership, teambuilding, and role-modeling the County’s values (Integrity, Communication and Quality Public Service) are foundational. This is a confidential, unclassified position that reports to the Director of Human Services.
Responsibilities
- Develop and implement strategic financial plans and manage budgets for major programs.
- Analyze operational and financial data to inform decision-making and improve efficiency.
- Ensure fiscal accountability and stewardship of public resources.
- Interpret and apply federal, state, and local legislation and regulations.
- Guide the development and implementation of policies and procedures to support organizational goals.
- Build and maintain positive relationships with staff, stakeholders, and community partners.
- Oversee the management of human resources, including hiring, training, and performance evaluations.
- Ensure compliance with relevant laws and regulations, including those governing child abuse and neglect.
- Manage and oversee the County’s financial systems and processes.
- Represent the County in external forums and with community partners.
Requirements
- Five years of full-time management and leadership experience administering a major program area within a human or social services, public health, public sector, or related field.
- A bachelor’s degree from an accredited college or university in social work, public administration, business administration, psychology or closely related field; OR an equivalent combination of education and experience.
- A valid driver’s license is required at the time of appointment and must be maintained for continued employment in this classification.

Benefits
Conditions of Employment: Certain positions in the Human Services Agency have access to criminal justice agency systems including NCIC and CJIS. All felony convictions, gross misdemeanor and certain misdemeanors will prohibit that employee from working with NCIC and CJIS criminal justice systems. Additionally, the Human Services Agency will run a background check via the Child Abuse and Neglect Registry. Human Services Agency employees will be required to have a tuberculosis test. The cost of the test will be borne by the selected applicant(s).
