About the role
The City of Dunn is seeking a professional, resourceful leader with strong communication skills to supervise the City’s Water and Sewer Division. This individual performs technical and administrative work associated with the repair, replacement, and construction of City-owned water and sewer infrastructure under general supervision. Work is reviewed for conformance to established specifications and standards, productivity of the unit, and general community acceptance.
The employee plans and supervises the backflow/cross-connection program and FOG program, with the ability to plan work projects based on service extensions, maintenance, and emergency needs. Responsibilities include coordinating work with property owners, assigning crews to projects, inspecting work, and resolving public complaints. The role involves requesting and acquiring necessary resources for projects and ensuring crew efficiency, quality, and safety.
The position serves as the operator in responsible charge for the distribution system, collection system, and backflow/cross-connection program. The employee must supervise subordinate staff, interpret and prepare complex records and reports, and maintain effective working relationships with City officials, employees, contractors, and the public.
Work environments include inside and outside settings with potential hazards such as loud noises, confined spaces, exposure to chemicals, odors, and fumes. The role is subject to OSHA Standards for Bloodborne Pathogens and may require emergency call-back service.
Responsibilities
- Supervise repair, replacement, and construction of water and sewer infrastructure.
- Plan and oversee the backflow/cross-connection and FOG programs.
- Coordinate work projects based on service extensions, maintenance, and emergency needs.
- Assign crews to projects and inspect work for quality and compliance.
- Resolve public complaints and maintain effective community relations.
- Request and manage resources for projects, ensuring crew efficiency and safety.
- Serve as the operator in responsible charge for distribution, collection, and backflow programs.
- Supervise subordinate employees and prepare complex records and reports.
- Work in hazardous environments, including confined spaces and exposure to chemicals.
- Respond to emergency call-back situations as required.
Requirements
- Associate’s Degree in Civil Engineering Technology, Environmental Science, or a related field or an equivalent combination of education and experience.
- Supervisory experience in water distribution and/or sewer collection system maintenance and construction.
- Possession of Grade II Collections, A-Distribution, and Backflow/Cross-Connection ORC Certifications.
- Valid NC Driver License (Class A CDL with Tankers).

Pay
Starting salary: $57,033
