About the role
The Disaster Assistance Programs Specialist II (DAPS II) is a full-time position primarily based at the Southern Regional Emergency Operations Center in Orange County, with frequent travel throughout Southern California. Under the direction of the Program Manager I (PM I), the DAPS II works with significant independence to assist eligible applicants with moderate-to-highly complex projects in applying for federal and state disaster assistance funding.
The DAPS II serves as the Area Coordinator for the Public Assistance (PA) Division, coordinating PA program activities for all open state and federal disasters and emergency declarations within a specific geographic area. The role also includes leading DAPS I staff in a designated unit of the Recovery Branch and acting as the primary contact for program applicants in the assigned geographic region.

Responsibilities
- Assist eligible applicants with moderate-to-highly complex projects in applying for federal and state disaster assistance funding.
- Serve as the Area Coordinator for PA program activities for all open state and federal disasters and emergency declarations in a designated geographic area.
- Lead and coordinate DAPS I staff within a designated unit of the Recovery Branch.
- Act as the consistent and primary contact for program applicants in a designated geographic area of the state.
- Analyze and interpret legislative documents, government codes, and regulations related to disaster assistance.
- Provide exceptional customer service to applicants and stakeholders.
- Work in remote areas and makeshift office environments as required during emergencies.
- Support emergency operations with irregular work hours, extensive travel, and potential relocation to emergency sites with little advance notice.
Requirements
- Valid Driver’s License (DL) and participation in the DMV Pull Program are required.
- Completion of Form 700 within 30 days of appointment due to Conflict of Interest (COI) designation.
- Eligibility for a hybrid work schedule, with additional in-office days required based on business needs.
- Ability to report to work during emergencies, including outside normal working hours (evenings, nights, weekends, and holidays).
