About the role
The State of Minnesota's Disability Analysts evaluate disability and level-of-care eligibility for Minnesota Health Care Programs, including Medical Assistance ABD, MA-EPD, TEFRA, Managed Care Exclusion, Special Needs Basic Care (SNBC), and Home and Community-Based Waiver services. This position involves applying federal and state disability laws, including Titles II, XVI, and XIX of the Social Security Act, SSA regulations, and applicable state policies.
Responsibilities
- Obtaining, reviewing, and evaluating medical, vocational, and functional evidence from multiple sources
- Interpreting and applying federal and state disability policy to determine eligibility
- Analyzing complex medical records across physical and mental health conditions to assess functional limitations and vocational impact
- Identifying gaps in evidence, requesting additional documentation, and coordinating follow-up with providers or stakeholders as needed
- Preparing clear, accurate, and well-supported written determinations that synthesize medical, functional, and vocational information
- Communicating professionally with clients, providers, counties, advocates, schools, employers, and other partners throughout the review process
- Managing assigned caseloads while meeting expectations for accuracy, timeliness, and quality standards
- Ensuring confidentiality and proper handling of sensitive medical and personal information in accordance with applicable laws and policies
Requirements
- Two (2) years of professional experience determining disability eligibility under Social Security disability law, determining financial or medical eligibility for Medical Assistance or related programs, or applying federal or state regulations to determine eligibility for disability or related public benefit programs
- A bachelor’s degree in a related field may substitute for one year of professional experience
- Proficiency in three (3) or more of the following: Applying policies, procedures, or regulations to determine disability or make eligibility decisions based on evaluation of evidence and regulatory requirements (e.g., Social Security disability rules, Medicaid policy, or similar frameworks)
- Using and interpreting policy and procedure manuals (e.g. POMS, CFR, EPM, CBSM, or similar) as reference tools to support eligibility determinations
- Interpreting complex medical, functional, and vocational records to assess eligibility or level of need
- Writing analytical reports or determinations that synthesize medical, functional, and vocational information into clear findings and rationale
Preferred Qualifications
- Eligible for Direct Payment Non-Attorneys (EDPNAs) or experience as a Social Security Disability Law Attorney (strongly preferred)
- Familiarity with Minnesota Medical Assistance disability and waiver programs, including MA-ABD, MA-EPD, TEFRA, Managed Care Exclusion, Family Support Grant, Special Needs Basic Care (SNBC), and HCBS waivers (BI, CAC, CADI, DD)
- Experience using eligibility or case management systems such as ISDS, MAXIS, MMIS, METS, SSIS, MnCHOICES, or similar platforms
- Experience preparing eligibility determinations or decision rationales, including explaining findings in writing or responding to stakeholder inquiries
- Experience with continuous improvement efforts, including identifying process inefficiencies, workflow issues, or bottlenecks and supporting implementation of process improvements
- Experience working effectively with diverse populations and stakeholders in public service, healthcare, or eligibility determination environments
