About the role

The Director of Technical Services is a stand-alone classification under policy direction. This position plans, organizes, and directs activities of the Technical Services department in providing sophisticated, comprehensive District-wide Information Technology programs and services to support the achievement of the District's mission and strategies.

Responsibilities

  • Provides strategic direction for the implementation, execution, maintenance and training needs of the District’s information system infrastructure.
  • Supervises employees to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.
  • Evaluates new cybersecurity threats and information technology trends and develops effective security controls; oversees development of security awareness programs; develops and oversees effective disaster recovery policies and standards to align with District business continuity goals; coordinates development of implementation plans and procedures to ensure business critical services are recovered in the event of disasters or other incidents, and provides direction, support and in-house consulting in these areas.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Interacts effectively with others in the workplace.
  • Maintains prompt and regular attendance.

Requirements

  • A Bachelor’s degree from an accredited four-year college or university with major course work in business administration, information technology, computer science, computer information systems, data processing, or a closely related field.
  • Seven (7) years of progressively responsible, related information technology experience, including three (3) years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed.
  • Experience in a public agency is preferred.

Benefits

Health: The District's full-time employees can choose between Anthem Cal-Care HMO, Anthem Classic PPO, or Kaiser Permanente. The health benefit becomes available after 30 days of employment on the first of the following month. The District pays the total cost including the employee's dependents. Vision: The District's full-time employees are provided with Vision Service Plan (VSP) vision insurance. The vision plan becomes available after 30 days of employment on the first of the following month. The District pays the total cost, including dependents. Dental: The District's full-time employees can choose between Delta Care HMO or Delta Dental PPO. The dental benefit becomes available after 30 days of employment on the first of the following month. The District pays the total cost including the employee's dependents. Bereavement Leave: The District allows five days of Bereavement Leave due to the death of persons in the immediate family or any relative living with the employee. Life and Accidental Death and Dismemberment: The District offers Life and Accidental Death and Dismemberment Plan through The Standard. The benefit becomes effective after 30 days of employment on the first of the following month. The District pays the total cost, including dependents. The coverage through The Standard provides a flat amount policy for both Basic Life and AD&D: Class 1: Executives and Board Members covered for $300,000 Class 2: Middle Managers covered for $225,000 Class 3: All other Members covered for $175,000 Deferred Compensation: A Deferred Compensation Plan is available to those who wish to participate. Employees can choose between two different plans. The District offers a matching contribution of up to $1,950 per year. Flexible Spending Account: Employees may contribute to a medical reimbursement account and/or dependent care reimbursement account to pay for unreimbursed medical and/or dependent care expenses with pre-tax dollars. Education Assistance Program: The District encourages employees to enroll in educational programs that will aid them in the performance of their current jobs, or better qualify them for positions that are important to the continued successful operation of the District.
