Director of Real Estate Development
The Vancouver Housing Authority (VHA) is looking for a mission-driven affordable housing developer to lead a talented and energetic team of nine staff as they help VHA build its portfolio from approximately 4,000 apartments today to over 5,000 apartments by the end of the decade. VHA has an active pipeline of 4% and 9% Low Income Housing Tax Credit developments, as well as an acquisition strategy that utilizes its ability to issue tax-exempt bonds. The agency is also exploring innovative public/private partnerships to further increase development capacity.
About the role
The Director of Real Estate Development functions as a member of Leadership and supports VHA’s strategic and operational objectives by:
- Leading the agency's efforts to acquire, construct, and substantially renovate affordable and mixed-income properties.
- Conceptualizing and implementing complex real estate projects such as portfolio repositioning, public-private partnerships, and RAD for PRAC conversions.
- Acting as VHA’s subject matter expert on affordable housing development and financing and managing a department of nine staff.
About Vancouver Housing Authority
The City of Vancouver established VHA in 1942 to house an influx of employees in the aluminum and shipyard industries during World War II. During that time, VHA built 1,000 permanent homes and 11,396 temporary units capable of housing 50,000 people. In the 1960s, VHA assumed the role of providing subsidized housing for low-income families, older adults, and people with disabilities. In the early 1990s, VHA began using its authority to issue tax-exempt bonds to acquire mixed-income properties, reducing dependence on federal funding while providing housing for people earning between 60% and 80% of area median income.
In 1999, HUD designated VHA as one of the original 39 Moving to Work (MTW) housing authorities, providing flexibility in funding decisions and regulatory requirements. Today, VHA assists with the full range of housing needs, including emergency shelters operated by partnering nonprofits, permanent supportive housing serving people exiting homelessness, subsidized housing, low-income housing tax credit properties, mixed-income properties, affordable homeownership, and rental assistance vouchers. VHA also provides administrative services and staffing support to several local nonprofits.
Requirements
- BA in architecture, engineering, finance, urban planning, business administration, real estate development, planning, public policy, or related field.
- Five years of related experience in affordable housing development, public finance, or an equivalent combination of education and experience.
- Over three years of management, administrative, and supervisory responsibility.
- Public agency experience preferred.
- Valid driver’s license and access to an automobile required.
Pay
The full salary range for this position is $134,880 to $195,552. Starting salary is determined by the required qualifications for the role and the candidate’s relevant experience.
Schedule
This is a full-time exempt position working primarily in the office Monday through Friday.
