DIRECTOR OF NURSING SERVICES

Responsibilities

  • Directs and oversees nursing services at the Jesse Nash Health Center and the Erie County Secure Youth Detention Center
  • Plans, organizes and evaluates nursing care delivery systems to ensure compliance with New York State Department of Health regulations, Office of Children and Family Services (OCFS) standards, and applicable accreditation standards
  • Develops and implements nursing policies and procedures for public health clinical programs including Family Planning, Sexual Health services, PrEP, immunization services, communicable disease response and TB control
  • Ensures the provision of constitutionally and clinically appropriate healthcare services to detained youth in accordance with best practices and applicable legal standards
  • Develops and implements staffing plans; determines appropriate staffing levels; participates in recruitment, selection, promotion and discipline of nursing personnel
  • Provides direct supervision to subordinate nursing supervisors and staff; establishes performance expectations; conducts evaluations; addresses employee performance issues; participates in labor relations processes as required
  • Oversees quality assurance and quality improvement initiatives; conducts audits of clinical documentation and nursing practices; develops corrective action plans where deficiencies are identified
  • Facilitates incident review, case review and root cause analysis for clinical events, medication errors, sentinel events or critical incidents
  • Captors nursing services with medical providers, behavioral health staff, public health program administrators and detention facility leadership
  • Maintains compliance with infection prevention protocols and public health reporting requirements
  • Prepares reports, program analyses and recommendations for departmental leadership
  • Aids in budget preparation and monitors nursing-related expenditures; evaluates cost containment strategies while maintaining clinical standards
  • Provides leadership during public health emergencies affecting assigned facilities
  • Develops and maintains effective working relationships with community agencies, hospitals, regulatory bodies and professional organizations
  • Participates in committees, interdisciplinary meetings, trainings and professional development initiatives

Requirements

  • Possession of a Master’s degree* in Nursing, Master of Public Health degree*, or Master of Healthcare Administration degree*, or a closely related** Master’s degree and five (5) years of professional nursing experience in public health***, correctional or detention healthcare, or other organized healthcare programs serving vulnerable or at-risk populations, three (3) years of which must have included supervision**** of registered nurses or responsibility for the administration***** of a program or service as a primary and regular function of the position
  • Possession of a Bachelor’s degree* in Nursing and seven (7) years of professional nursing experience in public health***, correctional or detention healthcare, or other organized healthcare programs serving vulnerable or at-risk populations, three (3) years of which must have included supervision**** of registered nurses or responsibility for the administration***** of a nursing program or service as a primary and regular function of the position
  • Special Requirement: Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of appointment and maintenance throughout duration of appointment
