Responsibilities
- Ensure full compliance with all local, state, and federal lobbying, ethics, and campaign finance laws in all jurisdictions where the company operates.
- Oversee the timely and accurate filing of lobbying disclosures, registrations, and required reports.
- Own the end-to-end preparation, monitoring, and timely submission of all state and federal regulatory reports across jurisdictions where Caesars Entertainment and American Wagering Inc., and any current or future affiliated entities are required to do so.
- Serve as a primary liaison with regulatory bodies with respect to reporting requirements, including state ethics commissions and the Federal Election Commission.
- Establish and continuously improve internal controls, policies, and training related to lobbying and political activity.
- Quarterly report to Compliance (Ad hoc reporting to include, but not limited to: New Jersey Division of Gaming Enforcement, Licensing, Compliance, Dow Jones Sustainability Report, etc.).
- Own the end-to-end preparation, validation, and disbursement of all political contribution payments in coordination with the Government Relations team, requiring close partnership with property general managers, senior management, and compliance partners to ensure permissibility and maintain all required reporting and records.
- Partner with internal stakeholders and external advisors to ensure proper vetting of contributions and political engagement strategies.
- Provide guidance to leadership on permissible political activity and associated reputational considerations.
- Oversee administration, governance, and compliance of the company’s PAC, including reporting, audits (including annual internal audit), and adherence to contribution limits and restrictions.
- Serve as PAC treasurer for management, auditing, and reporting of the employee PAC program.
- Work with the PAC Chair and Political Director to ensure timely communication regarding PAC policies.
- Serve as the company's point of contact with the Federal Election Commission (FEC) and file monthly reports with the FEC that contain the activities of the Committee.
- Support development and execution of the company’s legislative and regulatory strategy.
- Monitor and analyze legislative activity that could impact business operations, particularly in gaming, hospitality, and digital sectors (in coordination with lobbyists).
- Maintain compliance with applicable laws, regulations, and contribution restrictions.
- Provide clear, actionable insights to senior leadership on emerging policy risks and opportunities.
- Partner with Legal, Communications, Compliance, Finance, Accounting, and HR teams to ensure alignment on regulatory, reputational, and operational priorities and drive internal processes through to completion.
- Partner with Legal on lobbyist and vendor contract language.
- Liaison with lobbyists to ensure timely lobbyist renewals.
- Support communications and external affairs efforts on policy issues, including messaging and stakeholder engagement.
- Manage vendor relationships (including lobbyists), contracts, and budgets related to government relations activities.
- Ensure accurate recordkeeping and documentation to support audits and regulatory reviews.
- Lead internal reporting on government relations activities and compliance status.
- Own the coordination and disbursement of political contribution payments to candidates, partnering with accounting to process and submit required invoices.
- Lead the preparation of a quarterly compliance report, coordinating with the Government Relations team and property stakeholders across the enterprise to compile and summarize all political contributions.
- Lead the preparation of a quarterly New Jersey Division of Gaming Enforcement report, coordinating with the Government Relations team to provide percentages/dollar amounts paid to Internet Gaming lobbyists.
Qualifications
- Bachelor’s degree required.
- 5+ years of experience in government relations, public policy, legal/regulatory compliance, or related field.
- Deep knowledge of federal and state lobbying and ethics regulations.
- Experience managing PAC operations and campaign finance compliance is highly preferred.
- Demonstrated ability to operate in a highly regulated environment.
- Proven self-starter who takes full ownership of the role, independently drives priorities, and builds strong relationships across the organization to align stakeholders and secure necessary information.
- Strong organizational, leadership, and project management skills, with the ability to think strategically and effectively manage multiple priorities and projects simultaneously.
- Collaborative leader with a demonstrated ability to influence cross-functional and external stakeholders, and strong interpersonal, relationship management, communication, and problem-solving skills.
- Strong judgment and discretion in handling political and regulatory matters.
- Strategic thinker with the ability to translate policy into business impact.
- Excellent written and verbal communication skills, including executive-level materials.
- Proficiency in Microsoft Office Suite, with the ability to leverage Excel, PowerPoint, Word, and Outlook to analyze data, develop materials, and support business operations.
- Demonstrates the highest level of integrity and consistently upholds the standards required within a regulated environment.
