About the Department
The Maryland Department of Veterans and Military Families (DVMF) was created by the State Legislature in 1999 as an executive agency with the mission of assisting veterans, active duty service members, their families and dependents, in securing benefits earned through military service. Under the Department of Veterans and Military Families are five major programs: Service and Benefits Program, Charlotte Hall Veterans Home, Cemetery and Memorial Program, Communications, Outreach, & Advocacy Program's Maryland Veterans Trust Fund.
About the Role
This position reports directly to the Secretary of the Department and serves as an individual contributor role with no staff reporting to them. This is a Management Service position that serves at the pleasure of the Appointing Authority. Grade 19. Location: 16 Francis Street, 4th Floor, Annapolis, Maryland 21401.
Position Duties
The Director of Fair Practices oversees DVMF's Equal Employment Opportunity program and ensures compliance with applicable state and federal civil rights laws, policies, and procedures. The Director will also serve as the agency's EEO Officer and ADA Coordinator.
- Oversees the DVMF Equal Employment Opportunity (EEO) program to ensure compliance with State Personnel and Pensions 2-302, 5-201-212, Code of Maryland Regulations Section 17.04.08.03, Equal Employment Opportunity Program, Executive Order 01.01.2007.16 Code of Fair Employment Practices as well as other applicable civil rights laws and policies.
- Ensures regular updates are provided to the head of the agency and DVMF leadership as needed regarding the agency's EEO program.
- Conducts thorough and timely EEO investigations and drafts investigative reports for review and approval by the head of the agency.
- Prepares comprehensive and timely responses to the U.S. Equal Employment Opportunity Commission (EEOC) and Maryland Commission on Civil Rights (MCCR).
- Monitors all personnel actions adopted by DVMF to ensure compliance with applicable federal and state civil rights laws, policies and procedures.
- Designs, develops, and facilitates trainings for DVMF staff specific to ADA, EEO, Sexual Harassment Prevention, Non-Retaliation and more.
- Designs, develops and manages databases for tracking all DVMF EEO activity.
- Prepares DVMF's annual EEO data for submission to the Maryland Department of Budget and Management, Office of the Statewide EEO Coordinator.
- Perform other duties as assigned by the head of the agency.
Minimum Qualifications
- Education: A Bachelor's degree from an accredited college or university.
- Experience: Three (3) years of experience in administrative staff or professional work focused primarily on implementing best practices in the fields of Equal Employment Opportunity (EEO), Fair Practices, Employee Relations and/or the Americans with Disabilities Act (ADA).
- Note: Additional years of experience may be substituted year-for-year for the required education.
Preferred Qualifications
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Experience monitoring policy and compliance with state/federal EEO laws and policies, conducting investigations, and mediating complaints on discrimination, harassment, retaliation and bullying.
- Experience producing investigative reports, formal responses to complaints, and position statements.
- Experience developing and delivering training on sexual harassment.
- Experience in the use of Workday, Google Workspace, Microsoft Office Suite, tracking and reporting, developing Power Point training presentations, and knowledge of other relevant software/systems.
- Experience performing mediation services in the workplace.
