Director of Engineering
Job Summary
The Director of Engineering at the Coachella Valley Water District is responsible for planning, organizing, and directing all functions and activities of the Engineering Department. This key executive leader is responsible for the comprehensive Capital Improvement Program (CIP) and drives infrastructure and facilities projects to ensure they align with District goals.
About the Role
This role provides strategic leadership and administrative oversight for engineering, surveying, development services, right-of-way management, and technical support functions. It also involves representing the District in meetings with elected officials, regulatory agencies, developers, contractors, and community stakeholders.
Responsibilities
- Plans, organizes, and manages all functions and activities of the Engineering Department.
- Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department.
- Maintains and monitors the efficiency and effectiveness of service delivery methods and procedures.
- Manages and participates in the development and administration of the department’s budget.
- Selects, trains, motivates, and directs department personnel.
- Manages consultants and negotiates contracts and agreements.
- Directs the development of consultant requests for proposals and the advertising and bid processes.
- Manages the District’s right-of-way programs and encroachment permitting system.
- Manages the District’s land development services operations.
- Develops and directs the technical and engineering support for District rates and changes in partnership with the Finance department.
- Represents the department to other District departments, elected officials, and outside agencies.
- Conducts a variety of departmental organizational and operational studies and investigations.
- Participates in and makes presentations to the Board of Directors and a wide variety of committees, boards, and commissions.
- Responds to public inquiries and complaints and assists with resolutions and alternative recommendations.
Requirements
Qualifications include a bachelor’s degree in civil engineering, eight years of broad and extensive experience in developing and implementing comprehensive engineering and development projects, and five years in a demonstrated increasing responsible supervisory experience or management experience capacity. Additionally, a valid California Driver’s License and Professional Engineer certificate are required.

Knowledge of administrative principles and practices, leadership principles and techniques, capital improvement program development and implementation, strategic plan development, budget administration, contract management, risk management, civil engineering, surveying, right-of-way management, and technical report writing. Ability to develop and implement goals, objectives, practices, policies, procedures, and work standards, prepare and administer large and complex budgets, interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations, plan, organize, direct, and coordinate the work of management, supervisory, professional, and technical personnel, delegate authority and responsibility, select and supervise staff.
