Director of Campus Safety and Compliance
The Office of Compliance, Equity, and Ethics (OCEE) at Xavier University is seeking a Director of Campus Safety and Compliance. This role unifies and advances the University’s safety and regulatory compliance efforts, fostering a culture of accountability grounded in equity, safety, and institutional ethics.
About the role
The Director of Campus Safety and Compliance leads, coordinates, and unifies the university's safety and compliance efforts. They chair the Campus Safety Subcommittee and lead the Building Coordinator Program, establishing clear escalation paths and standard operating procedures (SOPs) across all university units. They also develop and audit safety frameworks for high-risk areas and architect the university’s business continuity framework.
Responsibilities
- Chair the Campus Safety Subcommittee and guide the development and implementation of the Campus-Wide Safety Plan.
- Lead the Building Coordinator Program and establish clear escalation paths and SOPs across all university units.
- Maintain and implement a comprehensive safety plan mapped to federal and state standards, including OSHA, Clery, and NIMS/ICS.
- Provide strategic oversight of the university’s comprehensive insurance portfolio and risk transfer strategies.
- Supervise the Risk & Insurance Manager in the annual insurance renewal process and enforce multi-employer safety policies.
- Develop and audit safety frameworks for high-risk areas, including laboratory biosafety, athletic event management, residential life & dining safety, and facilities maintenance.
- Architect and maintain the university’s business continuity framework to ensure essential operations are resilient during and after a crisis.
- Lead all-hazards planning and drive campus-wide ICS training aligned to FEMA and NFPA 1660 standards.
- Serve as the primary liaison to local law enforcement and emergency responders to coordinate joint drills, mutual aid agreements, and integrated incident response.
- Establish a unified system for tracking safety violations and fine protocols, ensuring financial and operational accountability across all divisions.
Requirements
- Bachelor’s in Occupational Safety, Environment/Industrial Hygiene, Public Health, Emergency Management, Public Administration, Engineering, or related field; Master’s preferred.
- Minimum of 7–10 years of progressive leadership experience in campus safety, regulatory compliance, risk management, or law enforcement within a higher education or complex institutional setting.
- A proven track record of influencing and leading departments that do not have a direct reporting line to the position.
- The ability to communicate effectively with diverse stakeholders—from sworn police officers and scientific researchers to student advocates and facilities staff.
- Direct experience managing large-scale federal reporting (e.g., Clery Act, Title IX, or OSHA/EPA laboratory standards).
- Experience transitioning an organization from a siloed departmental structure to a collaborative, integrated model.
- Professional Certifications (Preferred): Certified Protection Professional (CPP), Certified Safety Professional (CSP), or specialized Clery Act Compliance training.
