About the role

The Texas Military Department (TMD) is commanded by The Adjutant General of Texas, the state's senior military official appointed by the governor, and is comprised of the Texas Military Department (State and Federal Civilian Employees), the Texas Army National Guard (TXARNG), the Texas Air National Guard (TXANG) and the Texas State Guard (TXSG). Performs advanced (senior-level) managerial work providing direction and guidance for statewide procurement and contract management operations. Work involves establishing long-range and short-term strategic goals and objectives; developing and implementing policies, procedures, and guidelines; overseeing budgets, major expenditures, and compliance with state and federal laws, Texas Military Department (TMD) policies and procedures, and Historically Underutilized Business (HUB) requirements.

Responsibilities

• Direct, plan, and evaluate purchasing and contracting operations across multiple units to ensure timely, efficient, effective, and ethical procurement of goods and services.
• Develop long-range and short-term plans; establish priorities, standards, schedules, and measurement tools for achieving goals; direct evaluation activities and continuous improvement.
• Develop, review, approve, and implement procurement guidelines, standard operating procedures, purchasing methods, specification writing standards, and vendor evaluation criteria.
• Oversee budget planning for procurement operations and ensure requirements of funding sources are met; review and approve major expenditures.
• Ensure compliance with applicable state and federal laws and regulations; interpret legislative changes and adapt methods and procedures to meet operational needs.
• Provide direction and guidance on contract administration policies and procedures, Master Cooperative Agreement (MCA) and Master Construction Cooperative Agreements (MCCA), and related federal agreements.
• Review results of internal audits and external audits (e.g., State Auditor's Office, CPA, federal single audits) and lead the formulation of timely management responses and remediation plans.
• Represent PandCS and the agency at executive management meetings, hearings, HUB forums, panels, and committees; serve as a subject matter expert for procurement and contracting.
• Lead strategic sourcing initiatives and make agency-wide recommendations on procurement and contracts to resolve issues or trends.
