Reporting to the Vice President, Governmental Affairs, this position will play an important role on the state Government Affairs team by developing, coordinating, and implementing state legislative and advocacy activities. The role requires availability to be present in Albany with limited notice, especially when the NYS legislature is in session. Periodic travel to headquarters in Rensselaer, New York is required, though a remote working environment within New York State may be considered.
Responsibilities
- Actively participate in the development, coordination, and implementation of HANYS state legislative and advocacy activities, including strategy formulation.
- Represent HANYS and advocate on behalf of its members with external and internal audiences, including the Executive branch, NYS legislators, legislative staff, policymakers, and external organizations at public hearings, advisory body meetings, and task forces.
- Provide subject matter expertise on key issues, including state budget and legislation.
- Coordinate HANYS’ review of legislation with legal counsel and policy staff.
- Lead targeted advocacy efforts with policy divisions, HANYS members, and staff on grassroots advocacy, including constituency-based advocacy and HANYS’ annual Albany advocacy day.
- Establish effective collaboration and working relationships with outside groups to accomplish objectives.
- Participate in and/or lead state policy development on specified issues.
- Develop member and legislative advocacy communications and materials.
- Communicate state advocacy developments to HANYS membership, legislative staff, and government agencies through news updates, policy papers, memorandums, and other vehicles.
- Represent HANYS’ state activities to its membership and respond to member inquiries.
- Participate in efforts to integrate state and federal advocacy activities.
- Actively participate in and/or lead internal staff meetings and strategy sessions.
- Participate in HANYS Membership Contact Program.
- Perform other duties as assigned.
Requirements
- Bachelor’s degree required; advanced degree preferred. An equivalent combination of education and experience may be substituted.
- Minimum of five years of related professional experience, including comprehensive knowledge of the NYS Legislature, the Executive branch, and the political landscape in New York State.
- Prior experience in government relations or within state government preferred.
- Solid understanding of healthcare policy and financing issues impacting healthcare providers, with working knowledge of healthcare economics preferred.
- Strong interpersonal and relationship-building skills with internal and external stakeholders.
- Excellent written and verbal communication skills, with experience drafting position memos, briefs on healthcare issues, and written communications to policy leaders strongly preferred.
- Periodic travel within New York State required.
Pay
The expected salary for this position is between $95,000 and $104,000 annually, based on the successful candidate’s relevant experience, knowledge, skills, abilities, and internal equity considerations.
