Director Flight Services - Fleet Operations Division
About the role
The Director of Flight Services oversees and manages the activities of the Flight Services section, including the statewide air transportation system plan, aircraft charter operations, and aircraft maintenance activities. They recommend policies, procedures, staffing, and funding required to execute division programs. Reporting to the Director, Fleet Operations Division, they manage professional, technical, and administrative employees.
Responsibilities
- Analyzes aircraft operations and activities; prepares/reviews reports, recommendations, and justifications for operational enhancements.
- Sets work duties for pilots, schedulers, and flight line personnel; coordinates pilot and aircraft schedules to ensure efficient resource use.
- Affirms leadership and management in implementing, administering, and enforcing aviation-related laws and regulations.
- Develops and recommends policies and procedures for departmental activities.
- Recommends staffing and funding for division-related activities.
- Represents the Department at international, national, state, and local governmental and public organizations concerning aviation.
- Reviews proposed legislation and assists in implementing legislation affecting aviation.
Requirements
Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience: 7 years of experience in aviation or transportation planning. Must have at least 3,000 hours total time as a pilot, including 1,000 multi-engine and 500 turbine time. Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

- Extensive knowledge of Airport transportation planning and project development principles and practices including document preparation, review processing, and ensuring compliance with all applicable requirements
- Federal Aviation Administration circulars, orders and regulations
- Aircraft charter operations and maintenance
Skills
Extensive knowledge of Airport facilities and their role in state aviation systems
Developing, implementing, and monitoring budgets and resources
Expert skill in Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines
Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Interpreting and analyzing legislation, rules, and regulations
Proficient skill in Communicating complex ideas and information clearly, concisely, and effectively
