Directs the operation of the Installation Management Command (IMCOM) Headquarters (HQ) Directorate of Family and Morale, Welfare and Recreation (DFMWR) Financial Management Division through subordinate offices and/or divisions.

Responsibilities

  • Serves as financial advisor to the Command Group.
  • Performs all financial management proponency functions as they relate to regulations and other guidance within the scope of the authority of the organization for appropriated and nonappropriated fund management financial matters internal to DFMWR and throughout the Army Family and MWR programs.
  • Acts as the assistant fund manager for multiple HQDA nonappropriated funds with Army-wide functions (e.g., Army Morale, Welfare and Recreation Fund, Army Medical Life Fund, Armed Central Insurance Fund, Amy Banking and Investment Fund, NAF Construction Fund).
  • Performs all fund management functions with complete authority for the efficient utilization and control of MWR program funds.
  • Formulates, directs, and coordinates the Army MWR financial management program, financial systems software integration, APF/NAF POM and budget financial plans, policies, and internal control programs.
  • Performs liaison and coordinates with the Defense Finance and Accounting Service, ASA (FM&C), and ASA (M&RA).
  • Evaluates, reports upon, and analyzes MWR programs and the Army in relation to projected standards, plans, and/or goals.
  • Oversees execution and oversight of enterprise banking, investment, financial management, and enterprise support information systems and reporting tools.
  • Collects, analyzes, and presents both financial and non-financial data to support informed decision-making across the organization.
  • Develops and manages financial systems and policies that comply with all relevant laws and regulations.
  • Oversees the accuracy of income statements and the integrity of financial accounting, monitoring, and reporting systems.
  • Leads the annual budget process, validates submissions, and prepares business reports and forecasts that guide strategic planning.
  • Conducts cost reduction reviews, manages financial risk, and stays current with changes in financial regulations and legislation.
  • Liaises closely with auditors to ensure proper annual monitoring and produces reports and recommendations following internal or public sector audits.
  • Provides expert advice on financial matters affecting the enterprise and ensures full compliance with all legal and regulatory requirements related to financial management.
  • Performs the full range of supervisory functions, including personnel management responsibilities such as selection, promotions, performance-based awards, disciplinary actions, and job changes.

Requirements

  • Direct Deposit and Social Security Card are required upon appointment.
  • Must meet qualification/eligibility/background requirements for this position, including a Tier 3 (T3) background investigation.
  • Satisfactory completion of employment verification (E-Verify) check.
  • One-year probationary period may be required.
  • A valid passport may be required for overseas travel.
  • Must submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Ability to receive and maintain a Government Travel Card (GTC).
  • Must be able to obtain and possess a valid Driver’s License.
  • Must reside within commuting distance of Fort Sam Houston, TX.
  • Access to certain federal facilities may require a REAL ID-compliant driver’s license/ID or an Enhanced Driver’s License (EDL).

Qualifications

  • At least one year of experience performing duties at a level that equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
  • Extensive knowledge and work experience at ascending levels of responsibility in business, financial management, and/or accounting.
  • Strong understanding of GAAP (Generally Accepted Accounting Principles) and experience preparing accurate financial statements and ensuring compliance.
  • Demonstrated ability to create, analyze, and interpret financial statements and identify financial health and discrepancies.
  • Proficiency in auditing, including examining financial records, testing internal controls, and verifying financial accuracy.
  • Knowledge of creating and managing budgets, forecasting future financial performance, and calculating interest.
  • Excellent analytical, communication, and leadership skills.
  • At least one year of supervisory experience.
  • Degree in accounting and/or a Certified Public Accountant (CPA) certification.

Highly Qualifying Criteria

To receive consideration as a highly qualified candidate, applicants must submit separate written statements (narrative format) describing accomplishments based on each of the following items. Each narrative should not exceed one page, with a total limit of five pages.

  • Narrative 1: Expertise in risk management/internal controls, auditing, and regulatory compliance (GAAP), including experience implementing robust internal controls (e.g., separation of duties, approval hierarchies) to prevent fraud.
  • Narrative 2: Demonstrated experience applying commercial industry business budgeting techniques, interpreting balance sheets, and analyzing profit and loss statements.
  • Narrative 3: Experience redesigning financial processes to leverage new systems for improved efficiency and enhancement of internal controls.
  • Narrative 4: Demonstrated experience fostering a culture of high ethics, transparency, and accountability while mentoring and motivating teams through periods of change.

Education

Education or certification is required for this position as stated in the minimum qualifications. All candidates must include transcripts or proof of certification with their application package. Only education from accredited and pre-accredited institutions will be accepted. Foreign education must be evaluated for equivalency in the United States.

Schedule

Duty station is located at Fort Sam Houston, TX. Situational telework may be provided for weather-related emergencies, office closures, or other situations where telework serves a compelling Agency need.
