About the role
This position is a hybrid role located in various areas including Tewksbury, MA, Tucson, AZ, Portsmouth, RI, McKinney, TX, Fort Wayne, IN, Huntsville, AL, Aurora, CO, and El Segundo/Goleta, CA.
Responsibilities
- Provide strategic leadership and direction to the Engineering Workforce Enablement organization, ensuring Engineering has the right talent, capabilities, processes, and capacity to meet current and future business needs.
- Guide development and execution of workforce planning strategies, align critical skills, development, and staffing pipelines with program demand, and drive fulfillment processes that position engineering talent where it is needed most.
- Integrate an enterprise-connected university strategy, strengthening partnerships, cultivating early-career pipelines, and shaping long-term engineering capability development.
- Set the vision for Engineering’s metrics, analytics, dashboards, and reporting frameworks, empowering your team to deliver actionable insights that enhance decision-making and drive operational predictability.
- Provide executive leadership across bid, pursuit, and program execution readiness, ensuring optimized processes and align workforce resources to support major proposals and ongoing execution.
- Cultivate an engaged, innovative, and high-performing engineering organization by coaching your leaders on people engagement strategies that improve culture, retention, development, and organizational health.
- Partner across Raytheon, RTX, and functional partners to harmonize processes, implement enterprise frameworks, and influence cross-functional improvement initiatives.
- Lead your organization in driving initiatives that enhance workforce effectiveness, strengthen performance, and improve execution outcomes across the entire engineering community.
Qualifications
- Typically requires a Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 14 years of prior relevant experience unless prohibited by local laws/regulations.
- Leadership experience within engineering, digital technology, operations, program management, or similar technical organizations.
- Experience leading teams and driving complex, cross-functional initiatives.
- Experience using metrics to inform decisions and strong analytical capabilities.
- Experience working in large, matrixed organizations; aerospace/defense background strongly preferred.
- Experience balancing strategic thinking with operational execution in a fast-moving, dynamic environment.
- Ability to obtain U.S. government issued Secret security clearance is required after start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Pay Range
$186,200 - $353,800 USD
