Responsibilities
- Oversee a dynamic team, driving consistent engineering practices and stable product delivery in alignment with company goals.
- Ensure seamless technical operations, robust cross-functional collaboration, and effective support for product deployment.
- Shape the quality and reliability of Spectrum’s solutions.
- Support all efforts to simplify and enhance the customer experience.
- Orchestrates direct reports responsible for the architectural design, implementation, and support for new and existing operational initiatives in PSTN architecture, Voicemail platform architecture, and Test and validation engineering and automation.
- Develop an effective front-line Leadership team and assist them with developing their direct reports to drive a high-performance culture and environment.
- Lead an innovative, collaborative work team to produce exceptional results delivering the customer experience.
- Oversee post-deployment Tier3/4 support in required technology areas with a focus on mean time to issue resolution.
- Develop test engineering and validation policies, procedures, and standards to guarantee the quality of delivered solutions.
- Maintain oversight of ongoing Voice Lab activities while implementing policies and procedures to ensure deconfliction of activities.
- Stay abreast of ongoing FCC and technical body (ATIS, SIP Forum, 3GPP) activities as they pertain to areas of responsibility and contribute to necessary company-sponsored feedback.
- Evaluate and consult with all levels of leadership regarding technical operations, strategic planning, network operations, and new product development and deployment.
- Review and approve technical engineering solutions provided by direct reports while sufficiently challenging the design decisions of senior-level engineers.
- Direct quality control programs for engineering operations and consistent operational procedures.
- Review selections on bids for contracted projects and provide recommendations as necessary.
- Direct technical roadmaps and integrate into the capital budget process.
- Ensure current procedures and tests are performed in accordance with FCC Standards.
- Oversee the maintenance of records as required by the FCC and other government agencies.
- Ensure adherence to company TQA policies.
- Lead and participate in succession planning.
- Perform other duties as requested.
Qualifications
- Master's degree in engineering or related field, or equivalent experience.
- 10+ years of engineering experience and/or network operations.
- 7+ years of management experience.
- 2+ years of project management experience.
Skills
- Advanced knowledge of HFC, Advanced Video, IP Networks, and Telephony.
- Ability to read, write, speak, and understand English.
- Advanced knowledge of all FCC compliance reports and other rules and regulations.
- Comprehensive understanding of applicable local and state rules and regulations; comprehensive understanding of OSHA rules and regulations, both federal and state.
- In-depth knowledge of Federal Communications Commission regulations, Fiber Optic theory, National Electric Code, and National Electric Safety Code.
- Advanced knowledge of company products and services.
- Strong technical knowledge and understanding of IMS systems, components, features, and call paths, PSTN architectures, voice call routing, and voice protocols, Voicemail platform architectures and capabilities, and Test engineering and validation concepts and best practices.
- History of driving large-scale, cross-functional programs.
- Strong decision-making and problem-solving skills.
- Demonstrated ability to mentor, develop, and retain engineering talent.

The base pay for this position generally is between $138,800.00 and $246,400.00. The actual compensation offered will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
We comply with local wage minimums and also, certain positions are eligible for additional forms of other incentive-based compensation such as bonuses.
