Examples of Duties Oversees and manages major rail and bus facilities construction projects, including the development of workplans, schedules, cost estimates, and specificationsOversees and manages the work of Construction Managers and construction management consultants in the performance of their dutiesAdministers and monitors work for compliance with schedule, budget, technical, safety, and legal requirementsOversees the review of contract documents and preparation of bid forms, pre-bid conferences, proposal evaluations and recommendations, and negotiations with consultants and contractorsCoordinates activities/operations with other Metro staff and public agenciesAttends progress meetings and oversees the preparation of reports on contract status and progress for executive managementRepresents Metro before outside agenciesExpedites design and field changesReviews contractors' request for change and employee's preparation of contract change notices and justificationsSupervises and provides feedback to staff during change order negotiationsCoordinates with Operations staff during testing, start-up and project activationRecommends policy and procedure improvementsMonitors claims and suggests ways to minimize construction cost exposureReviews claims entitlement position papersSupervises, trains, mentors, and motivates assigned staffDirects and coordinates work schedules around special eventsCommunicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees May Be Required To Perform Other Related Job Duties This classification is At-Will and the incumbent serves at the pleasure of the Hiring Authority.* Minimum Qualifications A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes: Education Bachelor's Degree in Engineering, Architecture, Construction Management, or a related field; Master's Degree in a related field preferred Experience Five years of relevant management-level experience in major construction, engineering, or architectural contracts Certifications/Licenses/Special Requirements A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functionsCertified Construction Manager (CCM) preferredCalifornia license as a Professional Engineer (PE) or Architect preferred Preferred Qualifications Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities as determined by business necessity. Experience constructing heavy civil transportation projects, analyzing situations, and developing or negotiating resolutions with contractorsExperience performing construction management for a public agency in a project delivery capacityExperience reviewing, analyzing, and negotiating complex civil changes and construction claimsExperience supporting heavy civil rail transit projects, including yard experience.
