About the role
The Director, Benefits & Employment Services is responsible for developing, updating, monitoring, and administering a package of fiscally sound benefit programs, processes, and procedures that are valued by employees and compliant with applicable agreements, policies, and regulations.
Responsibilities
- Manage, monitor, administer, implement, evaluate, and update group life insurance, health, dental, vision, disability, tax sheltered annuities, retirement programs, savings plans, or other plans as needed.
- Develop long-range objectives for employee benefits programs based on gathered information and evaluated costs.
- Ensure benefit programs meet the District’s strategic plan objectives, employee needs, and budgetary constraints by analyzing utilization data and developing an effective monitoring and evaluation system.
- Participate in the Superintendent’s Insurance Advisory Committee to drive continuous improvement in benefit programs.
- Analyze workflow processes and establish or revise procedures to improve benefit record processing and management efficiency.
- Implement strategies, procedures, and operating instructions for effective maintenance and efficient operations of benefit programs.
- Facilitate the development, implementation, and marketing of lifestyle enhancement programs to improve employee productivity and absenteeism rates.
- Represent Broward County School District interests at the local and state levels through effective communication networks with external stakeholders.
- Administer the Employee Leaves program to ensure adherence to School Board policies, state, and federal law.
- Train and educate department staff on benefits concerns and expectations of School Board employees.
- Administer the Personnel Records Department and Employment Center staff to ensure adherence to departmental procedures.
- Establish and implement an annual employee open enrollment for all employee benefits programs and provide comprehensive employee communications and marketing tools.
Requirements
- Earned bachelor’s degree from an accredited institution in human resources or related field.
- Minimum of seven (7) years, within the last twelve (12) years, in the field related to the title of the position.
- Knowledge of current laws, regulations, policies, bargaining unit agreements, trends, and issues related to benefits management and administration.
Preferred Qualifications
- Earned master’s degree from an accredited institution in human resources or related field.
- Certified Employee Benefit Specialist (CEBS) or Certified Benefits Professional (CBP).
- Bilingual skills.
