Dir, Subcontract Administration
Accountabilities
The Director of Subcontract Administration will provide executive leadership across subcontracting, procurement, and supplier management functions. This role is responsible for ensuring regulatory compliance, optimizing procurement operations, developing strategic partnerships, and leading teams that support successful government and commercial programs.
Develop and execute procurement, subcontracting, and small business strategies aligned with organizational goals and government contracting requirements.
Lead enterprise-wide subcontract administration activities from contract initiation through management, performance oversight, and closeout.
Establish policies, processes, metrics, and performance standards to improve subcontracting effectiveness and operational excellence.
Oversee sourcing, negotiation, supplier management, and subcontract execution to ensure quality, cost efficiency, compliance, and timely delivery.
Serve as a strategic advisor to executive leadership on subcontracting matters, procurement strategy, risk management, and supplier performance.
Maintain a compliant purchasing system aligned with FAR, DFARS, agency supplements, and applicable commercial regulations.
Conduct and support internal audits, subcontract reviews, documentation reviews, and compliance assessments.
Manage supplier risk through effective contract terms, supplier evaluation processes, and performance monitoring.
Lead the organization’s Small Business Program for U.S. Government contracts, including engagement with HUBZone, 8(a), SDVOSB, and WOSB partners.
Prepare and manage subcontracting plans, reports, outreach initiatives, and regulatory documentation.
Mentor and develop subcontract and procurement professionals while promoting collaboration, ethical practices, and continuous improvement.
Provide subcontracting guidance and training to program teams, proposal managers, and cross-functional stakeholders.
Requirements
- Extensive experience in government contracting, procurement leadership, and subcontract administration.
- Strong knowledge of federal regulations, negotiation expertise, executive communication skills, and the ability to lead complex initiatives across multiple teams.
- 8+ years of experience in procurement and subcontract administration.
- 5+ years of leadership experience managing teams and enterprise-level initiatives.
- Bachelor’s degree in Business Administration, Supply Chain Management, or a related field required; master’s degree preferred.
- Expert knowledge of FAR, DFARS, and government regulatory standards.
- Experience with U.S. Government Cost Accounting Standards (CAS) and Truth in Negotiations Act (TINA).

- Experience supporting services, research and development, systems integration, software, and hardware programs across government and commercial environments.
- Strong subcontract negotiation skills with the ability to develop innovative contracting solutions.
- Experience building strong supplier relationships and effective business partnerships.
- Excellent communication, facilitation, and consultation skills across executive, technical, and operational audiences.
- Able to manage multiple enterprise-level initiatives simultaneously while maintaining strong business judgment.
- Proficiency with Microsoft Office applications, including advanced Word and Excel skills and intermediate PowerPoint skills.
- Experience with Deltek Costpoint preferred.
- Professional certifications such as CPCM, CPM, or CPSM are preferred.
