Development/Update of an ICT Policy for the Nile Basin Initiative

The Nile Basin Initiative (NBI) seeks to engage a qualified consultant to develop and update its Information and Communication Technology (ICT) Policy. This initiative aims to establish a comprehensive framework that will guide the organization's technological advancement while ensuring alignment with current industry standards and NBI's strategic objectives. The project has a duration of three months with an allocated effort of 45 person-days, combining on-site and virtual consultations across NBI centres. The updated ICT Policy will address emerging technologies, cybersecurity challenges, and evolving organizational needs while promoting sustainable and efficient use of ICT resources across the Nile Basin region.

Responsibilities

  • Conduct research and analysis on current ICT policies and practices within the Nile Basin region and globally.
  • Identify gaps and opportunities in existing ICT policies and recommend improvements.
  • Collaborate with NBI staff to gather input and feedback on proposed changes.
  • Develop a draft ICT Policy document that aligns with NBI's strategic goals and industry best practices.
  • Conduct virtual and on-site consultations with stakeholders to gather feedback and refine the policy.
  • Review and incorporate feedback from consultations into the final draft of the ICT Policy.
  • Coordinate with IT departments to ensure the new policy is implemented effectively.
  • Provide training and support to NBI staff on the implementation of the new ICT Policy.

Requirements

  • At least 5 years of experience in developing and updating ICT policies and procedures.
  • Proven ability to conduct research and analyze complex data.
  • Excellent communication and collaboration skills.
  • Experience working with diverse stakeholders and cross-functional teams.
  • Knowledge of emerging technologies and their impact on ICT policies.
  • Strong analytical and problem-solving skills.

Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, or a related field.
  • Master’s degree in a relevant field preferred.

Skills

  • Strong knowledge of ICT policies and best practices.
  • Ability to work independently and manage multiple tasks simultaneously.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite and other relevant software tools.
