Development Services Director

Spring Hill, TN (Pop. 63,000) is known for its picturesque landscape of rolling hills, rich pastures, and agricultural heritage and is one of the fastest-growing communities in the country. Located approximately 35 miles south of Nashville in the Nashville metropolitan area, the City is experiencing remarkable momentum and is a community of choice for new businesses and families. It is home to the 7.9 million square foot General Motors Spring Hill Manufacturing Plant, making it GM's largest manufacturing site in the nation. The 4,000 employees at the plant produce the Cadillac Lyriq, Lyriq-V, Vistiq, and next-generation XT5.

About the role

The City of Spring Hill operates under a Board/City Administrator form of government, similar to the Council/Manager model. The Development Services Director reports to the City Administrator, who was appointed in summer 2025 and has established an employee-centered culture of excellence. The City's fiscal year 2026-27 budget totals $150.8 million and supports 15 departments and approximately 424 employees. The Development Services Department's fiscal year 2026-27 budget is $3.63 million and supports 21 employees across three operating divisions: Building and Codes, Engineering, and Planning.

Requirements

• Bachelor's degree from an accredited college or university in urban and regional planning, public administration, civil engineering, or a closely related field.
• Five (5) to seven (7) years of progressively responsible experience in land-use planning, building inspection, permitting, or economic and community development.
• At least three (3) years of supervisory or administrative experience, preferably in municipal or county government.
• An equivalent combination of education and experience may be considered in lieu of the stated degree requirement.
• AICP certification is highly desirable.
