NATURE OF WORK
This is complex work for the purchasing of a variety if materials, equipment, supplies and services for the City.
MINIMUM REQUIREMENTS
- Graduation from an accredited four year college or university with major course work in Business Administration, Marketing, Economics or related area;
- Four years of experience in public or private purchasing;
- Any equivalent combination of education and experience.
PREFERRED QUALIFICATIONS
- Knowledge/experience with utility or industrial purchases and contracts or other technical purchasing experience desired;
- Strong written and verbal communication skills highly desired.
LICENSES/CERTIFICATES
- Certification with National Association of Purchasing Management (NAPM) or National Institute of Governmental Purchasing (NIGP) desired.
CLASSIFICATION STANDARDS
- Positions allocated to this class report to a designated supervisor and perform duties with a high degree of independence, working under limited supervision.
- Work in this class is distinguished from higher classes by its lack of managerial responsibility and from lower classes by its emphasis on complex purchasing and contractual matters.
Essential Job Functions
- Develops and prepares commercial terms and conditions for supply, services and construction contracts requiring the application of ingenuity and resourcefulness.
- Seeks continuous improvement in productivity and reduction of procurement costs through use of advanced procurement analysis, techniques and practices.
- Analyzes contracts, leases, agreements and terms and conditions to assure protection of the City’s interests.
- Prepares or assists in the preparation of Requests for Proposals.
- Analyzes bid clarifications and exceptions to determine materiality and communicates determination to vendors and user departments, as appropriate.
- Interviews vendor representatives and monitors vendor performance.
- Oversees procurement card program.
- Reviews market conditions and recommends approval / disapproval of contractor-requested price adjustments in accordance with contract specifications.
- Reviews requisitions as to compliance with Purchasing policies and procedures and issues purchase orders, as appropriate.
- Actively participates in professional organizations to keep abreast of industry trends.
- Conducts training of junior level purchasing positions within the department as well as training of the general user population on purchasing policies and procedures.
- Solves contract disputes and procurement conflicts.
Non-essential Job Functions
- May assist in the materials management function.
- Assists in formulating Purchasing operating procedures.
- Assists Division and Department Heads in preparing annual Purchasing budget.
- May plan, organize and direct the daily activities of subordinate personnel.
- May act for Purchasing Manager in manager’s absence.
SELECTION FACTORS
- Considerable knowledge of the types, grades and suppliers of materials, supplies and equipment to be purchased as well as price and market trends.
- Considerable knowledge of purchasing principles and practices and of the rules and regulations governing municipal procurement activities.
- Ability to prepare specifications, analyze bids and perform other necessary purchasing functions.
- Ability to analyze bids and anticipate needs to determine total cost of each bid on multiple use items.
- Ability to effectively, both orally in writing.
- Ability to establish and maintain effective working relationships with other employees, departmental officials and vendors.
- Ability to supervise the preparation of all monthly and quarterly reports.
- Knowledge of principles and practices of contract administration.
