About the Role

Performs less complex electric substation and transmission system design with a focus on Protection and Controls, including relocation, extension, abandonment, and removal of facilities. This role requires the application of published standards and calculations using computer-aided design and drafting methods.

Reviews plans of proposed construction by customers and outside agencies to assess interference with existing or proposed facilities. Performs engineering tasks to determine project cost, required construction resources, specifications, materials, customer charges, permitting, and right-of-way requirements. Develops documentation and work management system input to meet construction prerequisites.

Executes contracts and performs field visits as needed. Maintains customer contact (internal/external) to ensure mutually agreed-upon commitments are met. Negotiates scheduling, permits, and permissions with customers and government agencies. Coordinates job planning with field construction personnel, approves minor field changes, and secures approvals for major changes.

Performs field location survey work and plots above, below, and proposed facilities to show their relationships. Work assignments may focus on electric transmission or electric substation design, depending on the specific unit. Subject to overtime.

Responsibilities

  • Design electric substation and transmission systems with a focus on Protection and Controls.
  • Apply published standards and calculations using computer-aided design and drafting methods.
  • Review construction plans to determine interference with existing or proposed facilities.
  • Determine project costs, specifications, materials, customer charges, permitting, and right-of-way requirements.
  • Develop documentation and input for work management systems.
  • Execute contracts and perform field visits as appropriate.
  • Maintain customer contact to ensure commitments are met.
  • Negotiate scheduling, permits, and permissions with customers and government agencies.
  • Coordinate job planning with field construction personnel and approve minor field changes.
  • Perform field location survey work and plot facilities.

Requirements

  • Demonstrated knowledge of algebra, trigonometry, and mechanical drawing for creating accurate construction drawings.
  • Familiarity with utility maps and records.
  • Ability to read and interpret technical drawings (schematics, wiring diagrams, elementary diagrams).
  • Ability to learn and apply utility design standards, protection and control concepts, and substation equipment fundamentals.
  • Strong attention to detail and ability to follow structured design processes.
  • Ability to manage multiple tasks and work in a team-oriented, project-driven environment.
  • Satisfactory completion of the Technical Occupations Selection System Test.
  • Valid driver’s license and ability to meet Company driving standards.
  • Ability to use a personal vehicle regularly for Company business.
  • May be required to become a Notary Public in the State of Maryland, depending on assignment.
  • High School Diploma or equivalent.
  • Experience in the construction and installation of gas/electric/lighting facilities.
  • Experience with utility processes, industry standards, and codes.
  • Experience or training in the utilization of CADD.

In lieu of these requirements, the equivalent combination of formal education/training and experience may be considered.

Preferred Qualifications

  • Proficiency in AutoCAD.
  • Associate Degree in Computer-Aided Drafting and Design or Associate’s Degree in Electrical Engineering or Engineering Technology.
  • In lieu of a degree, 5+ years of experience in design and/or drafting disciplines, with a background in system protection and control.

Pay

Hourly rates will be paid in accordance with the candidate’s skills, qualifications, experience, or collective bargaining agreement: $38.88/Hr.
