Job Summary

Loudoun County’s Department of Transportation & Capital Infrastructure is seeking an experienced and motivated Design Program Manager to oversee a complex transportation design program. The Design Program Manager will lead and supervise a team of Design Project Managers, conduct regular meetings, support staff development, lead project scoping, coordinate with partners, monitor project schedules, and present to various stakeholders.

Duties Include, But Are Not Limited To

  • Lead and supervise a team of Design Project Managers, providing direction, coaching, workload management, and performance feedback to ensure high-quality delivery.
  • Conduct regular one-on-one meetings, team check-ins and project reviews to monitor progress, identify risks, and resolve issues proactively.
  • Support staff development by identifying training needs, mentoring emerging leaders, and fostering a collaborative, accountable team culture.
  • Lead project scoping, feasibility analysis, and development of design criteria and standards.
  • Oversee multiple complex transportation, pedestrian and bicycle facilities, roadway, and intersection improvement projects in the county’s Capital Improvement Plan (CIP) during design phase.
  • Ensure the work is executed in accordance with design requirements, specifications, the project schedule, and the budget.
  • Cook up with internal and external partners, including VDOT, MWAA, NVTA, private developers, utility providers, and community stakeholders.
  • Maintain project schedules, budgets, risks, and deliverables; prepare regular status updates for leadership on project status and issues.
  • Present to community organizations, other County departments, the Loudoun County Board of Supervisors, Planning Commission, and in other public forums on capital transportation construction issues.
  • Support public outreach efforts, including community meetings, Board items, and project briefings.
  • Contribute to long-range transportation planning and CIP development by identifying project needs, scope refinements and cost estimates.
  • Employ exceptional interpersonal and communication skills to engage with stakeholders, community members, and decision-makers.
  • Facilitate collaborative discussions, address concerns, and foster consensus among diverse groups.

Qualifications

  • Bachelor’s degree in Engineering from a four year college or university accredited by the Accreditation Board for Engineering and Technologies with coursework related to the assigned area; six (6) years of professional engineering and construction management work experience of a complex nature with direct design as well as administrative experience, including three (3) years in a supervisory or management role; or equivalent combination of education and experience.
  • Experience in management software, such as Trimble Unity Construct.
  • Professional Engineer (P.E.) or Project Management Professional (PMP) Certifications.

Job Contingencies And Special Requirements

  • Selected candidate must successfully pass a criminal background check, to include DMV and credit checks.
  • This position requires occasional attendance at night meetings to present information to the Board of Supervisors and/or other stakeholder groups.

Pay

Hiring salary is commensurate with experience.

Schedule

This position is eligible for partial telework in accordance with County and Department Policies.

Benefits

This position is eligible for a $6,000 hiring bonus in accordance with the County’s Hiring and Retention Bonus Program.
