About the Role

The Deputy Treasurer is an integral member of the Wallowa County Treasurer's Office and plays a vital role in protecting and managing the County's financial resources. This position assists with a variety of accounting, banking, cash management, and customer service functions while ensuring the accurate and efficient administration of public funds. Working under the direction of the County Treasurer, the Deputy Treasurer provides professional financial support to County departments, elected officials, and the public through accurate recordkeeping, financial reporting, account reconciliation, property tax administration, and daily treasury operations. This role requires integrity, attention to detail, excellent customer service, and a commitment to responsible stewardship of taxpayer resources.

Responsibilities

  • Prepares and analyzes periodic county financial reports including bank statement reconciliations.
  • Oversees day-to-day accounting functions including preparation of journal entries and review of transactions prepared by staff.
  • Identifies and reports problem areas in county fiscal condition; recommends solutions.
  • Uses computerized accounting software and/or other applications to prepare special financial reports as needed.
  • Coordinates the County's Vital Records Program.
  • Prepares billings and receives payments for Wallowa Lake County Service District’s water and sewer services and Wallowa County Solid Waste Department.
  • Serves as acting Wallowa County Tax Collector and Treasurer in absence of the Wallowa County Tax Collector and Treasurer.
  • Performs other duties and special projects as assigned.

Requirements

  • High school diploma or equivalent required; an associate's or bachelor's degree in accounting, finance, business administration, or a related field is preferred.
  • Three (3) years of progressively responsible experience in accounting, bookkeeping, banking, payroll, accounts payable/receivable, or a related financial field; public sector experience is preferred.
  • Demonstrated proficiency with Microsoft Office Suite, particularly Excel, Word, and Outlook.
  • Experience using accounting or financial management software; experience with QuickBooks or other governmental accounting systems is desirable.
  • Ability to accurately perform mathematical calculations and reconcile financial records.
  • Strong organizational skills with exceptional attention to detail and accuracy.
  • Ability to maintain strict confidentiality and exercise sound judgment when handling sensitive financial information.
  • Excellent customer service and communication skills, with the ability to interact professionally with the public, elected officials, and coworkers.
  • Ability to prioritize multiple tasks, meet deadlines, and work independently with minimal supervision.
  • Must successfully pass a criminal background check.

Schedule

Monday – Friday, 8:30 AM – 5:00 PM (37.50 hours per week).

  • Maintaining confidentiality while handling sensitive information.
  • Sitting, standing, walking, bending, reaching, and lifting as required by the position.
  • Occasional travel for training.
  • Working both independently and collaboratively as part of a team.
  • Meeting deadlines while managing multiple priorities.
  • Compliance with County policies, safety procedures, and applicable state and federal regulations.

Pay

$25.13 – $28.28 hourly.

Benefits

  • Payday is the last working day of the month.
  • 15 paid holidays.
  • 1 personal day after 1-year anniversary (forfeited if not used).
  • Step increase per contract effective July 1 (must be PTE/FTE and met 1-year anniversary date).
  • Vacation accrual:
    • 0 - 5 years: 8 hours per month.
    • 5 - 10 years: 10 hours per month.
    Employees can accrue up to twice the annual accrual at the end of the fiscal year (excess is forfeited). Paid out at termination.
  • Sick leave accrual: 8 hours per month, unlimited. Payment at termination: ½ up to 240 hours.
  • Life insurance: $10,000 life, accidental death & dismemberment (County paid).
  • Life Flight (air & ground) covers eligible household dependents by IRS tax laws (County paid).
  • Retirement:
    • Enrollment dates are January 1 & July 1. Must have been employed a full 6 months prior to enrollment date.
    • 8% contributed by the County & 6% mandatory contribution by employee.
    • Employee may also elect a voluntary 457 plan.
