Deputy PM/Operations Manager (Government)
This position requires office presence of a minimum of 5 days per week and is located at the customer's site.

Our AT&T Defense & National Security organization supports our customer’s mission by operating and assuring critical voice, video, and collaboration services for the full spectrum of Defense and National Security operations.
The Deputy Program Manager/Operations Manager (DPM/Ops Manager) provides tactical and technical support to the Program Manager and serves as the backup point of contact to the customer during the PM’s absence. The DPM/Ops Manager monitors and controls project activities throughout the entire lifecycle, delivering on-time products and services according to customer requirements. The role leads day-to-day operations alongside senior-level customer management involved with the program efforts.
The program team is responsible for engineering and operations of technology solutions and platforms, including network, colocation, strategic voice solutions such as VoIP, and emerging mobility solutions in support of the customer’s specialized mission requirements.
Responsibilities
- Pursue and ensure completion of the program’s project milestones and deliverables according to the statement of work.
- Develop and coordinate activities associated with all contract deliverables to the customer, including monthly program reviews, file transfers, invoices, other direct costs (ODC) tracking, procurement, and maintenance reports.
- Support the Program Executive with weekly and biweekly customer meetings, innovation efforts, and customer engagement with senior leadership.
- Monitor and track risk management: raise awareness of risks, issues, and concerns, and offer possible mitigations. Identify critical dependencies and technical issues.
- Assist with the onboarding/offboarding of personnel supporting the program, including check-in processes, account access, security protocols, etc., at the customer facility.
- Attend technical review boards and assist senior engineers in determining technical solutions as required. Provide technical and programmatic briefings to the customer.
- Supervise employees to monitor work and performance outcomes per customer contract and deliverables; provide mentorship and support, including addressing programmatic pain points and removing barriers; conduct bi-weekly tag-ups and regular performance reviews (mid-year and end-of-year evaluations).
- Ensure all work performed is high quality, free of errors, and completed within the allotted funding, timing, and staffing constraints of the program.
- Support other recurring program initiatives and team communications as directed.
Requirements
- Bachelor’s degree in Information Technology, Engineering, Program Management, or a related discipline, plus 10+ years of experience in information technology, telecommunications, or program management.
- Active TS/SCI with Polygraph clearance.
Skills
- Ability to effectively work with and lead both direct and functionally aligned program stakeholders as part of a larger team charged with executing contract deliverables and maintaining program operations.
- Excellent verbal and written communication skills; knowledge of federal government contracting and acquisition practices is a plus.
- Strong leadership skills with a customer-oriented, mission-focused approach; ability to effectively lead and develop team members at all levels.
Qualifications
- Program Management Institute (PMI) Project Management Professional (PMP) Certification (current/active) strongly desired.
Pay
Individual starting salary within the range of $89,200 - $207,900 may depend on geography, experience, expertise, and education/training.
