The Beaufort, South Carolina Housing Authority (BHA) is a public entity formed in 1968 and governed by a seven-person Board of Commissioners, subject to the requirements of Title 24 of the Code of Federal Regulations. With a dedicated team of approximately 20 employees, BHA operates as a separate entity from the City of Beaufort and Beaufort County, focused on serving the community through high-quality housing programs and services.

About the Role

The Deputy Executive Director is a full-time, exempt professional position that assists the Executive Director in leading the organization, managing day-to-day operational programs and services, ensuring compliance with federal and state housing regulations, and furthering BHA’s mission of delivering federally subsidized housing and housing assistance to low-income families across Beaufort County.

This executive-level role requires a flexible schedule, including mandatory attendance at evening commission meetings, weekend events, and emergency response sessions as circumstances dictate.

BHA Programs and Portfolio

  • 7 developments totaling 293 units of HUD Public Housing
  • 642 Housing Choice Vouchers, including 28 Veterans Affairs Supportive Housing Vouchers (VASH)
  • Non-profit affiliate, Lowcountry Housing and Redevelopment Corporation, consisting of 30 units of affordable housing
  • 13 single-family Neighborhood Stabilization Program homes

Responsibilities

  • Executive Leadership & Strategic Planning: Assists the Executive Director in operational leadership, policy implementation, and administrative oversight; develops and implements BHA’s Five-Year Plan; ensures timely submission of documents and reports to HUD; assists in repositioning and redevelopment efforts for public housing stock; prepares monthly operational activity reports.
  • Community Engagement: Attends BHA Board meetings, public meetings, hearings, and conferences; represents BHA with community stakeholders in the Executive Director’s absence.
  • Public Housing Operations (293 Units / 7 Sites): Oversees daily property management, occupancy, and maintenance functions; supervises program directors and staff; conducts monthly quality control file audits; ensures timely electronic data submissions (PIC/EIV/50058); monitors vacancy turnaround, rent collections, and TARs.
  • Housing Choice Voucher & Special Programs (642 Vouchers & 13 NSP Homes): Manages voucher utilization and 13 NSP homes; supervises directors administering voucher programs; conducts monthly quality control audits; enforces SEMAP indicator compliance; updates standard operating procedures as HUD regulations evolve.
  • Affiliate Operations (LHRC – 30 Units): Coordinates oversight, leasing, property management, and regulatory compliance for the 30-unit Lowcountry Housing and Redevelopment Corporation housing portfolio.
  • Financial Management & Procurement: Assists with annual operating budget preparation, financial oversight, payables/receivables monitoring, and cash controls; manages agency procurement, contract administration, and large purchasing matters; inspects capital improvement projects for contract compliance.
  • Personnel & Departmental Supervision: Supervises department directors administering public housing, voucher, maintenance, administrative, and finance programs; conducts performance evaluations; resolves personnel matters or submits recommendations to the Executive Director.
  • Related Duties: Performs additional executive and administrative tasks as assigned by the Executive Director.

Requirements

  • Graduation from an accredited four-year college or university with a Bachelor’s Degree in Business Administration, Public Administration, Financial Management, Social Work, or a closely related field, supplemented with additional coursework and/or experience in business or public administration.
  • Extensive knowledge and experience in financial management and program administration, preferably in federally assisted housing programs.
  • Thorough supervisory experience, including performance evaluations and personnel management.
  • Considerable experience writing and administering grant-funded initiatives.
  • Excellent organizational, interpersonal, and decision-making skills, with dedicated attention to detail.
  • Possession of a valid South Carolina Driver’s License and ability to be insured at standard vehicle liability rates.
  • Must have a Public Housing Manager (PHM) certification or obtain it within twelve months of employment.

Pay

$90,000 to $110,000 annually (subject to upward adjustment depending on education and experience).

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to lift up to 15 pounds at times.
  • Ability to travel to and between BHA housing developments, including walking on uneven terrain and climbing stairs during site inspections.
  • Effective communication in person, by telephone, and in writing.
  • Visual acuity to review documents, reports, and electronic data.
