Deputy Director of Emergency Management

Responsibilities

• Direct and effectively supervise and administer Division Chiefs of Emergency Management and Fire Services, including performance management, employee relations, and work prioritization.
• Serve as the Deputy Fire Marshal.
• Coordinate with municipal and contracted county fire departments to support fire protection, emergency response, operational readiness, compliance, and service delivery.
• Oversee recovery initiatives to restore services and operations while ensuring the well-being of affected citizens.
• Direct planning and coordination meetings and develop multi-agency operational plans for large-scale events and incidents, including workshops, functional courses, and full-scale exercises for local, state, and regional partners.
• Collaborate with federal, state, and local partners to optimize efficiency and responsiveness in public protection.
• Contribute to committees, boards, or related activities focused on establishing goals, objectives, and policies for enhanced countywide public safety.
• Assist in coordinating emergency services at the Emergency Operations Center during incidents or events and maintain effective working relationships with law enforcement, EMS, and other agencies.
• Respond to emergency incidents to provide the Incident Commander with assistance, coordination support, and necessary resources.
• Research, formulate, and execute disaster and emergency preparedness plans and operational procedures for effective response during man-made and natural disasters.
• Report directly to the Director and perform other assigned duties.
• Assist with preparing budgets and monitoring operating funds, including appropriated funds and grants.
• Assume the roles and responsibilities of the Director in their absence.
• Lead planning sessions and conduct or supervise public education presentations to ensure community preparedness.

Requirements

• Bachelor’s Degree in Fire Protection, Emergency Management, or a related field.
• Minimum of 15 years of experience in public safety.
• Minimum of 10 years of experience in a public safety leadership role.
• Valid Driver’s License.
• Certifications: ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, ICS 800, NC Certified Fire Fighter II, and NC Haz-Mat Ops.
• Proficiency in computer operations, word processing, spreadsheet/database development, GIS programs, and internet use.
• Ability to work in day, night, heat, cold, ice, snow, and potentially dangerous or hostile situations.
