About the role
MTA Metro-North Railroad is a dynamic organization providing service to over 86.5 million customers, operating out of Grand Central Terminal. This position serves as deputy to the Director of Financial Oversight.
Responsibilities
- Oversee the Operating Capital Project portfolio, including preparing and distributing the Operating Capital Funded Projects Progress Report.
- Lead the capital budgeting of headcounts, non-payroll inputs, and overtime for Force Account.
- Ensure budgeting processes are accurately recorded in the Financial Plans.
- Manage the monthly pre-bill process by reviewing, revising, tracking, and certifying capital project invoices.
- Support the development of the Financial Plan for MNR Operating Departments and evaluate new need requests.
- Prepare and monitor the MNR operating budget, including forecasting, expenditure tracking, variance analysis, and adherence to financial guidelines.
- Aid in the preparation of management reports and executive-level analyses to support senior leadership decisions.
- Contribute to initiatives enhancing financial oversight, operational efficiency, and cost-effectiveness.
- Select, develop, and motivate staff, providing career development and fostering a professional environment.
- Perform other duties as assigned.
Requirements
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Accounting, Finance, Budget, Business, or Public Administration, or related field.
- Minimum 7 years of progressively responsible experience with financial reporting and budgeting administration.
- Minimum 5 years of experience managing a professional workforce, process, or projects.
Preferred
- MTA Financial Systems: PeopleSoft & Hyperion Planning.
Education and Experience
- Demonstrated equivalent education, experience, or technical credentials to include four (4) additional years may be considered in lieu of degree.

- Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
- Final salary is determined based on experience, skillset, and alignment with compensation practices.
- The posted range reflects expected compensation and may be updated as market or business needs evolve.
- To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying. Additionally, eligibility to interview is contingent upon maintaining a satisfactory record of job performance, attendance, and disciplinary conduct.
