Deputy Director, External & Legislative Affairs (OM/WBE)
About the role
The Deputy Director of External & Legislative Affairs supports the Deputy Chief Business Diversity Officer of External Affairs in defining the strategic vision for the external and legislative affairs portfolio. They provide key support in setting overall programming on current and new initiatives, ensuring day-to-day operations are coordinated, and representing the Mayor’s Office in various activities.
Responsibilities
- Function as a project manager on strategic initiatives within the Deputy CBDO’s portfolio and as directed.
- Perform qualitative and quantitative assessments of policy proposals, and strategic planning efforts, M/WBE outcomes, and make recommendations to senior staff.
- Strategize and coordinate with senior leadership on policy issues, programs, and communication plans, among other priorities as identified by the Deputy CBDO.
- Serve as a liaison to external M/WBE organizations, advocacy groups and M/WBE trade groups and associations, including helping to establish and maintain relationships and responding to/resolving constituent concerns.
- Affords support in coordinating internal communications to ensure senior leadership is briefed and prepared for all external meetings and events.
- Affords assistance in identifying, researching, coordinating, and submitting OM/WBE’s legislative priorities at the Federal, State, and City level annually.
- Affords assistance in responding to requests made by the Mayor’s Office of Intergovernmental Affairs and managing relationships with key staff for each division.
- Serves as a support liaison with communities, community advocates, elected officials, and civic organizations to communicate on behalf of OM/WBE, and to represent the OM/WBE at external events where needed.
- Collaborates with the Deputy CBDO in working with City Hall Press/Communications in helping to identify, organize, and coordinate press announcements, press releases, press events, media strategies, and speaking requests.
- Manages public-facing content including, but not limited to, social media posts, website edits, publication of marketing materials, and other content for external consumption as directed by the Deputy CBDO.
- In conjunction with the office, Small Business Services (SBS) and Mayor’s Office of Contract Services (MOCS), affords assistance in implementing and executing outreach strategies.
- In conjunction with the CBDO creates innovative programs which increases procurement opportunities for certified M/WBEs.
- Other duties as assigned by executive management.
Requirements
- Graduation from an accredited college with a baccalaureate degree; or graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or a four-year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or a satisfactory equivalent combination of education and experience.
- Experience in public policy analysis, program implementation and project management.
- Proven capacity in project management skills, including organizing and strategic planning.
- Strong quantitative and critical thinking skills.
- Proficiency in MS Word, PPT, Excel and Publisher.
- Ability to take initiative, prioritize duties, problem solve, work independently and within a team environment, pay close attention to detail, meet deadlines, work well under pressure.
- Excellent written and oral communication skills.
- Ability to interface with all supervisory and frontline staff, including senior management and other respective stakeholders both in an outside government.
- Interest in New York City, procurement, policy and/or operations, a plus.
