Deputy Contracts Manager

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio, partnering with North America Building Trades Unions and suppliers to create thousands of new jobs and implement new training programs to support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in semiconductor manufacturing, electric vehicle, and data center markets, with teams in Reston, VA; Arizona; Ohio; Texas; India; and additional global project locations.
Responsibilities
- Participate with the project team on small to medium-sized projects to define and develop the scope of Contracts work, and prepare and coordinate Contracts plans, procedures, schedules, estimates, forecasts, and budgets.
- Prepare and/or direct preparation of commercial terms and conditions for project contract documents, ensuring prime contract requirements are incorporated.
- Participate in developing the Supply Chain Assignment Schedule and division of responsibility.
- Coordinate Contract execution plan with Engineering and Construction plans to ensure alignment and input from these disciplines.
- Review evaluations with global business unit functional managers and the global business unit Manager of Supply Chain.
- Manage subcontracts for low to medium-risk or complexity contracts.
- Provide functional direction and supervision to assigned subcontracts personnel, ensuring compliance with project requirements and applicable directives.
- Develop and implement the subcontracting strategy, including translating the Supply Chain Assignment Schedule into a specific working contracting plan.
- Review bid tabulations for accuracy, bidder recommendation, completeness, and approve selection of bidders within delegated authority.
- Ensure all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities.
Requirements
- Bachelor’s degree (or international equivalent) and 10-13 years of relevant experience, or 14-17 years of relevant work experience.
Skills
- Demonstrated knowledge of contract management principles, practices, and procedures in engineering, procurement, construction, and project management environments.
- Experience administering complex contracts, subcontracts, and commercial agreements throughout the project lifecycle.
- Strong understanding of contract terms and conditions, risk allocation, claims management, change management, and dispute resolution processes.
- Knowledge of procurement and subcontracting strategies for large capital projects.
- Experience providing guidance, coaching, and mentorship to contracts professionals and project teams.
- Familiarity with commercial, legal, and regulatory requirements affecting project execution, contract compliance, and supply chain activities.
- Ability to identify, evaluate, and mitigate commercial and contractual risks.
- Experience supporting contract negotiations with clients, suppliers, subcontractors, and joint venture partners.
- Strong stakeholder management and relationship-building skills across internal and external organizations.
- Knowledge of project controls, cost management, scheduling, and project execution processes as they relate to contractual performance.
- Demonstrated commitment to ethics, compliance, quality, and safety standards.
- Significant experience in contracts administration, commercial management, procurement, or project management.
