Deputy BSA Officer

Assists the BSA Officer with the management and administration of the BSA Program, ensuring compliance with the Bank Secrecy Act, USA PATRIOT Act, anti-money laundering, OFAC, and the Customer Identification Program using industry standard and regulatory guidance.

Responsibilities

  • Assist the BSA Officer in the development, implementation, and ongoing improvement of the Bank’s BSA/OFAC Program, including compliance, operational logistics, procedures, training, internal controls, risk assessments, and oversight of the BSA team.
  • Participate in and prepare for regulatory BSA examinations, independent audits, and internal reporting.
  • Research and respond to regulatory and supervisory requested information from regulators, FinCEN, OFAC, and other government agencies.
  • Manage the Bank’s sanction screening systems and AML Monitoring System, ensuring adherence through system data validation, model management, system calibration, and configuration.
  • Provide M&A support to establish new procedures and properly oversee new customers, products, and BSA team members.
  • Prepare reports for Executive Management and the Board of Directors on trends in high-risk customers, on/off-boarding, SARs, emerging BSA/AML risks, and other key metrics.
  • Maintain knowledge of the company’s BSA/OFAC policy, program, and desktop procedures to ensure a working understanding of all BSA/AML processes.
  • Supervise, mentor, train, and coach BSA staff.
  • Oversee and perform quality reviews, monitoring, and analysis of regulatory reports (e.g., CTR, SAR ARBP), logs, cases, and transaction data to identify trends and unusual activity.
  • Manage, research, and respond to regulatory and supervisory requests; mitigate any findings or observations.
  • Maintain proficient knowledge of all BSA, AML, and OFAC rules and regulations at the state and federal level, staying abreast of changes that may impact the Bank’s program.
  • Research regulatory issues and respond to compliance questions from personnel using legal and regulatory reference materials, agencies, legal counsel, and professional organizations.
  • Perform other job-related duties as assigned.

Qualifications

  • Minimum ten years of banking experience required.
  • Minimum ten years of BSA/AML experience required.
  • Minimum five years of supervisory experience.
  • Expertise in database utilization.
  • Certified Anti-Money Laundering Specialist (CAMS) designation preferred.
  • Certified Fraud Examiner (CFE) or other financial crimes/risk-related professional certification preferred.

Skills

  • Working knowledge of federal and state anti-money laundering compliance statutes and regulations.
  • Ability to read, interpret, and apply statutes and regulations.
  • Strong analytical, problem-solving, and organizational skills.
  • Advanced proficiency with Microsoft Office applications.
  • Ability to identify gaps and risk exposure in control processes.
  • Excellent written and verbal communication skills.
  • Supervisory skills, including directing, coaching, motivating, delegating, evaluating, and counseling employees.
  • Experience promoting teamwork and eliminating barriers within the department and across the organization.

Essential Functions

  • Ability to sit for extended periods.
  • Proficiency in operating a computer keyboard, mouse, and other computer components.
  • Ability to converse and exchange information with all levels of staff.
  • Ability to observe, perceive, identify, and translate data.
  • Ability to travel, attend meetings, seminars, and conferences, including unaccompanied long-distance travel and overnight lodging.
