Delivery Manager

Description

The Delivery Manager is responsible for planning, organizing, and managing resources to ensure the successful execution and delivery of program objectives within scope, schedule, and budget constraints. This role coordinates across program teams, functional leaders, subcontractors, and support personnel to drive operational performance, customer satisfaction, and successful project outcomes.

Responsibilities

• Own end-to-end delivery of technical projects and initiatives across the program while tracking KPIs (e.g. On-Time Delivery, quality performance)
• Drive planning, execution, and tracking of work using Jira or other software tools
• Manage and maintain delivery backlogs, boards, workflows, and reporting structures
• Break down high-level requirements into technical tasks
• Identify and manage risks, dependencies, and blockers (e.g. supply chain)
• Collaborate with engineering teams to ensure work is properly scoped
• Act as primary interface between technical teams and stakeholders
• Track and report delivery metrics (velocity, throughput, cycle time)
• Continuously improve delivery processes
• Ensure adherence to governance and reporting standards

Qualifications

• Bachelor’s degree with 8+ years of prior relevant experience or Master’s degree with 6+ years of prior relevant experience.
• Experience as a Technical Delivery Manager or similar role
• Strong Jira experience for planning and reporting
• Experience managing cross-functional technical teams
• Technical background (DevOps, engineering, infrastructure)
• Excellent leadership, communication, and stakeholder management skills
• Active SECRET Clearance is required
