About the Role
This role involves leading the Define Stage Preparation Division for a major oil and gas project, ensuring compliance with HSSE standards, technical management of Pre-FEED and FEED stages, and coordination of project execution activities. The position is accountable for team leadership, technical integrity, logistics, procurement, and risk management throughout the project lifecycle.
Responsibilities
- Ensure compliance with Project HSSE assurance requirements and audits, fostering an HSSE culture to achieve Goal Zero.
- Lead the staffing process for the Define Stage Preparation Division and recommend appointments to the General Project Manager.
- Develop careers and competencies of staff following the Company’s Competence Development Framework.
- Ensure delivery of the resources plan and organization for the Define and Execute stages.
- Ensure Pre-FEED study works provide all necessary information for the Define stage.
- Deliver FEED technical scope of work with all discipline inputs and obtain agreement from Technical Assurance authorities.
- Provide technical input and definition for cost estimating, budgeting, cost control, and planning processes.
- Capitalize on lessons learned and experience from previous studies, including findings from Pacesetter IPA reviews.
- Organize activities related to FEED tender, including contracting strategy workshops, ITT packages, tender evaluations, and approvals by MCB, TGA, CoV’s, and the Authority.
- Ensure timely organization of project execution activities, including constructability reviews, project execution reviews, and logistics workshops.
- Develop Pre-FEED stage deliverables related to project execution (logistics, execution, etc.) and support IPR reviews.
- Lead logistics and execution studies to minimize project delivery risks.
- Deliver logistics and execution details for IPR’s to defend project cost and schedule, covering offshore/onshore construction, module/skid delivery, and pre-commissioning support.
- Coordinate Technical Service Agreements with CoV’s for constructability, execution planning, logistics, and EPC contractors capability surveys.
- Ensure long-term asset integrity with a focus on Technical Integrity aspects (design and construct).
- Define key execution plans for the project (e.g., major execution/contracting plans, local content plans).
- Manage multi-disciplined contractors in Pre-FEED, Define, and Execute stages, fostering relationships with contractor senior leadership.
- Implement systems, structure, and an overall Project Execution Plan to ensure smooth project progression.
- Accountable for delivering LLI procurement and EPC ITT, tender evaluation, and EPC Contract Packages (excluding rigs and wells).
- Support other project managers in resource management, assurance reviews, and continuous project assurance activities.
- Drive the broadening of the contracting community and improve the capability of local contractors.
- Ensure efficient interface coordination and cooperation between the Define Stage Preparation Division and Company functional directorates.
- Engage closely with the Production Operations Directorate for smooth project-to-asset handover.
- Drive construction performance and quality through fabrication, installation, hook-up, and commissioning.
- Accountable for Risk and Opportunity Management for the project.
Requirements
- 15+ years’ experience in the petroleum industry, with substantial (10+ years) oil & gas project management experience.
- University degree in engineering, project management, or a related field, along with a recognized professional qualification.
- Relevant business and planning experience in offshore, onshore, and arctic environments.
- Demonstrable HSSE leadership and performance delivery.
- Passion for competency development, mentoring, and local content/nationalization.
- Commercial and contractual acumen, including shaping execution & contracting strategies and post-award contract experience (contract management, claim mitigation, negotiation, contract close-out).
- Experience driving business improvement in projects and skill pool management.
