Job SummaryOur Utility Services client is seeking an experienced Data Governance Analyst to support efforts in identifying, analyzing, and managing the lifecycle and disposition of systems containing personal information. This role requires a strong understanding of relational databases, upstream and downstream system dependencies, and integration points across complex system landscapes. Familiarity with data governance frameworks and regulatory compliance requirements like GDPR and CCPA is crucial, as are sharp analytical and problem-solving abilities. Outstanding communication skills enable them to effectively convey complex data concepts to non-technical stakeholders and collaborate seamlessly with varying teams. The ideal candidate is proactive, self-motivated, and adaptable to evolving environments, maintaining composure under pressure, and managing multiple tasks efficiently. This position is W-2 only. We do not work with third-party firms or C2C arrangements for this role. Core ResponsibilitiesAnalyze and provide consultation to document upstream and downstream system dependencies for legacy and active systems slated for data dispositionEvaluate integration points to determine the impact of data removal on related systems and processesCollaborate with Data Stewards, Privacy, IRG, Support IT SME and Legal teams to ensure personal information data is identified and handled appropriatelyUtilize lineage tools (preferably Informatica or similar) to trace data flows and confirm business rule mappings across the ecosystemPartner with business analysts/project managers and system owners to ensure that data disposition efforts align with retention schedules and regulatory requirementsAssist in defining technical solutions and developing transition strategies for systems entering end-of-lifeParticipate in technical reviews, data mapping, and architecture discussions to inform disposition readinessSupport documentation efforts including lineage diagrams, system interface maps, and dependency logsMonitor and troubleshoot technical issues related to data lineage and integration for in-scope systems Required Skills/Experience (Must-Haves)5+ years of experience in a technical data integration or database-focused roleProven understanding of relational database structures and entity relationshipsExperience identifying and documenting upstream/downstream data flows and dependenciesStrong knowledge of PI data governance, data minimization, and retention strategiesHands-on experience with lineage systems such as Informatica, Collibra, or similar toolsFamiliarity with system decommissioning and integration lifecycle managementAbility to interpret data dictionaries and interface specificationsExcellent communication and collaboration skills to work across technical and non-technical teams Preferred Skills/Experience (Nice-to-Haves)Informatica and Collibra experienceDevelopment and implementationProject Management skillsExperience with system disposition or migration projectsKnowledge of data quality frameworks Key Competencies & BehaviorsStrong understanding of data lineage concepts, methodologies, and best practicesProficiency in data lineage and metadata management tools (e.g., Informatica, Collibra, Alation)Experience with SQL and database management systems (e.g., Oracle, SQL Server, MySQL)Knowledge of ETL processes and data integration techniquesKnowledge of Data Disposition/retention categoriesFamiliarity with data governance frameworks and regulatory compliance requirements (e.g., CCPA/CPRA)Ability to document complex data flows and create clear visual representations by working with different stakeholder across functional organizationExperience with cloud data platforms (e.g., AWS, Azure, Google Cloud) is a plusRelevant certifications / Proficiency with industry-standard data lineage and metadata management tools such as Informatica, Collibra, or Alation are a plusAbility to conduct Kick of sessions with Application stake holders and document the Disposition processesAbility to convey complex data concepts to non-technical stakeholdersAbility to work under minimal supervisionAdaptable to changing environments and requirementsStrong documentation and organizational skills Work EnvironmentLocation: Oakland/San RamonHybrid: Manager needs candidates that can commute into both Oakland and San RamonThis will be a hybrid onsite requirement with at least two days onsite Compensation & BenefitsPay Range: The approximate pay rate for this position is between $65.00 and $80.00. Please note that the pay range provided is a good faith estimate. Final compensation may vary based on factors including but not limited to background, knowledge, skills, and location.
