About the role
The Housing Data Analyst works within the Research, Data, and Systems (RDS) division within Wake County’s Department of Housing Affordability and Community Revitalization (HACR). This role contributes to the Department’s mission by analyzing, validating and reporting on housing and homelessness data used to inform programs, services and policy decisions across the housing continuum.
Responsibilities
- Create and publish reports, Power BI dashboards and visualizations for housing programs and partners
- Design and maintain interactive Power BI dashboards to streamline housing processes
- Analyze housing and homelessness data (HMIS and GIS) to identify trends and gaps
- Support program evaluation through data cleaning, validation and integration
- Prepare, validate and document data for HUD, ESG, HOME and other grant reporting
- Monitor data quality and promote consistent data collection across housing systems
- Translate program and landlord engagement reporting needs into analytical solutions
- Maintain documentation for data sources, reports, dashboards and workflows
- Collaborate with IT, vendors and internal partners to resolve data/reporting issues
- Participate in training and knowledge sharing to support consistent data use
Requirements
- The Basics (Required Education and Experience): Associates degree in Computer Science, Information Systems, Computer Engineering or a related field; Three years of experience in data science and analytics; Five years of experience in data science or analytics may be substituted for the combined education and experience requirements
- Beyond the Basics (Preferred Education and Experience): Bachelor’s or Master’s degree in urban planning, public policy, economics, social sciences or a related field; One year of experience analyzing housing data to inform policies, programs or reports; One year of experience with role-specific data systems such as analytics and reporting platforms (e.g., Power BI), GIS for housing/development or HMIS for homelessness; Familiarity with HUD reporting and compliance (CAPER, Action Plans, Local System Assessments and System Performance Measures); One year of experience integrating multiple data sources (HMIS, internal databases, GIS, financial or program systems) into unified reporting environments; One year of experience managing data governance, quality assurance and ongoing maintenance ensuring accuracy, consistency and usability of internal data
Qualifications
- Knowledge of housing, homelessness, human services, or behavioral health data concepts and performance measures
- Skills in data integration, system design, analysis and dashboard/report development using Power BI, Excel, GIS or similar tools related to housing
- Ability to analyze data, identify housing trends, support decisions and collaborate with program staff, SMEs, IT partners and vendors
- Ability to manage projects and reporting tasks accurately while meeting deadlines and adapting to evolving program needs, data systems and reporting requirements
- Ability to translate housing program operations into structured, scalable data systems that improve efficiency, accountability and decision-making
- Excellent attention to detail and clear written and verbal communication for many audiences

Hiring Range: $71,804 - $96,934
Market Range: $71,804.00 - $122,063.00
