About the Role
This position involves overseeing the OALTC Data Lake and Pipeline Architecture, public data transparency initiatives, data stewardship, and inter-agency collaboration for long-term care data management.
Responsibilities
- Direct the end-to-end design, implementation, and scaling of the OALTC enterprise data lake and its underlying data pipelines.
- Oversee the ingestion, automated transformation, loading (ETL/ELT), and orchestration of massive volumes of multi-source healthcare, demographic, and operational data.
- Manage the development and maintenance of automated outbound data pipelines and governance controls for public-facing portals (Health Data New York [HDNY] and the Nursing Home Profile Page).
- Ensure timely, accurate, and public-ready data releases.
- Serve as the primary OALTC Data Steward, establishing and enforcing policies, data dictionaries, quality standards, master data management, and compliance protocols (including HIPAA, CMS regulations, and NYS confidentiality laws).
- Direct the integration, management, and secure architecture of Minimum Data Set (MDS) databases for cross-office collaboration with OHIP and OHSQA.
- Ensure seamless, compliant cross-office data sharing, historical tracking, and clinical assessment data integrity for long-term care reimbursement and quality oversight.
- Manage a technical team of data engineers, pipeline developers, and database administrators.
- Set bureau priorities and coordinate cross-divisional data initiatives.
Qualifications
Minimum Qualifications:
- Nine years of experience in data visualization, statistical models, and data mining tools.
- Substitution options:
- An associate’s degree may substitute for two years of general experience.
- A bachelor’s degree may substitute for four years of general experience.
- A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year of general experience.
- A Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications:
- Experience in data collection and providing technical support for data submitters.
- Experience overseeing a team responsible for critical daily tasks, ensuring accuracy and timeliness.
- Ability to function independently, prioritize, and handle multiple responsibilities.
- Proficiency in data aggregation, data cleaning, general-purpose programming languages (SAS, Python, R, and SQL), and data quality control techniques.
- Strong organizational, analytical, and critical thinking skills.

Pay
For new State employees appointed to graded positions, the annual salary is the hiring rate of the position (beginning of the salary range). Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
