This position is located within the Division of Data Management in the Office of Agency Transformation and External Affairs (OATEA). The division oversees the department's data management policy and strategy, ensuring programs consistently value, utilize, trust, improve, and share data.

About the role

Under the supervision of a Data Analyst 2, the Data Analyst 1 will provide a defined set of data management services to various departmental units throughout all stages of the data management lifecycle.

Responsibilities

  • Lead or facilitate activities with business units to iteratively design, build, and implement data processing and analysis solutions for projects developed, selected, and assigned by OATEA management to meet strategic policy objectives.
  • Assure data quality, including accuracy, completeness, validity, consistency, timeliness, and fitness for purpose.
  • Draft and maintain comprehensive technical documentation, including definitions and requirements, needed to adopt and operate solutions.
  • Draft business and technical documentation in collaboration with data stewards to fulfill data cataloging requirements defined in the department's Data Steward Handbook.
  • Provide input on current data analytics approaches by participating in process improvement exercises (e.g., Kaizen, major initiative planning, internal audits) and recommend solutions to address data management issues.
  • Develop solutions for data extraction, aggregation, and quality assurance in collaboration with program data stewards.
  • Create, support, maintain, and incrementally improve internally developed data management systems using tools such as Microsoft Dynamics, Microsoft Power BI, Microsoft Azure, Microsoft Excel, Microsoft Access, Microsoft SharePoint, and ESRI ArcGIS Online.
  • Collaborate with data stewards and stakeholders to identify trends and root causes, summarizing results and generating written reports. Develop tools and guides to empower data stewards to build, maintain, and utilize these supports with increasing autonomy.
  • Develop and maintain expertise in policies, processes, personnel, and tools needed to perform assigned tasks. Pursue relevant training, certification, and continuing education as needed.
  • Assist in preparing self-guided training materials and developing/executing interactive training activities to improve staff data literacy, particularly for cultivating technical skills among designated data stewards.
  • Assist data stewards in defining, selecting, and applying retention policies for each registered data asset (ACA57.05).

Qualifications

Minimum Qualifications:

  • Four years of experience in data visualization, statistical models, and data mining tools and satisfactory completion of a two-year traineeship; OR
  • Six years of experience in data visualization, statistical models, and data mining tools.

Substitution: An associate’s degree may substitute for two years of general experience; a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year of general experience; a Ph.D. in these fields may substitute for two years of general experience.

Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities may also be considered. To qualify, you must provide a copy of your letter of eligibility and meet the open competitive qualifications:

  • A bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and either:
  • Satisfactory completion of a two-year traineeship or two years of experience in data visualization, statistical models, and data mining tools.

Substitution: A master's degree in the above fields may substitute for one year of specialized experience; a Ph.D. may substitute for two years.

Preferred Qualifications

  • Strong oral and written communication skills, including the ability to explain methods, results, and conclusions of data analysis concisely and clearly.
  • Education or experience in the development or administration of training activities.
  • Education or experience in facilitation, conflict management, or related disciplines.
  • Certification in Microsoft Power Platform (PL-900, PL-200, PL-300, PL-400, or equivalent).
