Job openings at DCR Program Administration Specialist II NFIP State Coordinator Closes On: 09/02/2026 Dam Safety & Floodplain Management Apply Now Title: NFIP State Coordinator State Role Title: Prog Admin Specialist II Hiring Range: $90,000 - $105,000 Job Duties The Virginia Department of Conservation and Recreation (DCR) is the state’s lead conservation agency, providing access for outdoor recreation, strengthening communities’ flood resilience, and protecting what Virginians care about: clean water, parks, natural habitat, and open spaces. Serving a diverse commonwealth rich in nature and culture, DCR touches all Virginians’ lives. The NFIP State Coordinator leads a team of professionals responsible for administering and advancing the National Flood Insurance Program (NFIP) State Coordination Program and providing technical assistance to local governments in the development, implementation, and ongoing improvement of their floodplain management programs. This position is responsible for leading DCR’s efforts to fulfill the responsibilities established under Chapter 6 of Title 10.1 of the Code of Virginia and serves as a key liaison among FEMA, local governments, state agencies, and other stakeholders. Implements statewide floodplain management initiatives consistent with program and Division goals, ensuring compliance with applicable state and federal requirements while addressing the flood-related needs of Virginia communities. Minimum Qualifications Progressive experience with applying planning principles. Progressive experience with researching, interpreting, and communicating complex legal and/or technical subjects. Progressive experience with coordinating, planning, and monitoring programs. Progressive experience with interpreting laws, regulations, and policies of agency programs for the NFIP. Knowledge of the principles, practices, and theories of floodplain management, and community and environmental planning. Ability to work with diverse groups and organizations to promote sound floodplain management practices. Good written and oral communication skills and proficiency in word processing, spreadsheets, databases, and GIS. Ability to travel, work in physical field environment, work effectively with minimal supervision, lead and work well with people, and develop and make presentations. Additional Considerations ASFPM Certified Floodplain Manager Demonstrated experience supervising professional-level staff, including providing ongoing guidance, direction, coaching, and performance feedback.
