Cybersecurity Lead – Operational Testing (#CJ)

Your Mission

Lead cyber operational and developmental test support for Naval ship systems, with a focus on cyber survivability, vulnerability assessment, penetration testing, and mission-focused cyber risk identification for U.S. Navy customers.

What You’ll Do

  • Lead and mentor a team of cyber engineers conducting assessments in support of Operational Testing (OT) and Developmental Testing (DT).
  • Plan, coordinate, and execute cyber survivability testing and penetration testing activities.
  • Cookordinate and synchronize blue team and red team operations, including test event planning, rules of engagement support, and execution oversight.
  • Interface with Participating Acquisition Resource Managers, system owners, and users to align test objectives, schedules, and technical approach.
  • Develop and deliver briefings and decision-support products for senior leaders and non-technical stakeholders.
  • Lead working groups and technical exchange meetings.
  • Document, manage, and verify Objective Quality Evidence (OQE) supporting test events, findings, and recommendations.
  • Track deficiencies, analyze mission and operational impact, and provide prioritized mitigation recommendations.
  • Identify risks, dependencies, and potential conflicts; recommend solutions and support resolution.
  • Summarize and explain test results in written reports and formal out-briefs.

Success in this position means delivering disciplined, mission-aligned cyber test leadership that improves cyber survivability, supports credible operational test outcomes, and helps Navy stakeholders understand technical findings, operational impact, and risk-based mitigation priorities. The ideal candidate brings strong cyber testing experience, proven team leadership, sound judgment, clear communication skills, and the ability to operate effectively with limited oversight across multiple Government interfaces.

Basic Qualifications

  • Bachelor’s degree in technical discipline such as Cybersecurity, Information Systems, Computer Science, Engineering, or a related field and ten or more years of relevant experience; or a master’s degree with seven or more years of relevant experience.
  • Current Information Assurance Technical III (IAT III) or Information Assurance Manager II (IAM II) certification, or ability to obtain the certification within six months of hire.
  • Demonstrated experience leading cyber teams.
  • Experience supporting U.S. Government or military customers.
  • Ability to operate with limited oversight across multiple Government counterparts and interfaces while maintaining clear, professional communications.
  • Experience or thorough knowledge in cyber survivability testing or penetration testing.
  • Experience supporting Operational Testing (OT) and Developmental Testing (DT) activities, including test planning, execution, and reporting.
  • Strong written and verbal communication skills, including the ability to brief technical and non-technical stakeholders.
  • Able to travel up to approximately 20%.
  • Must be a U.S. citizen.
  • Must possess an active Secret clearance at minimum; active or current Top Secret clearance may be required based on contract requirements.

Preferred Qualifications

  • Familiarity with Navy Operational Test and Evaluation Force (OPTEVFOR), equivalent operational test and evaluation organizations, or operationally realistic test execution environments.
  • Experience with Operational Technology environments and associated cyber considerations.
  • Risk Management Framework (RMF) exposure supporting assessment and authorization or security engineering activities.
  • Modeling and Simulation experience supporting test design, cyber verification, or analysis.
  • Verification, Validation, and Accreditation (VV&A) experience supporting test credibility and evidence quality.

Physical Requirements

  • Must be able to remain in a stationary position approximately 50% of the time.
  • Must be able to occasionally move about inside the office to access file cabinets, office machinery, and similar resources.
  • Must be able to frequently communicate with co-workers, management, and customers, including delivering presentations.
  • Must be able to exchange accurate information in professional communication settings.

Final compensation will be determined based on relevant experience, education, certifications, active clearance status, specialized technical qualifications, and contract requirements.
