This role supports engineering, integration, and cybersecurity efforts to design, build, and test enhanced services for the Department of Navy's IT architecture. The program offers a wide range of roles, from cybersecurity experts to engineers specializing in systems, networks, software, and data center services.

About the role

The Cyber Technical Writer serves as the program’s documentation specialist, supporting complex cybersecurity, intelligence, and defense programs within a Program Management Office (PMO). This role translates highly technical cyber, systems engineering, and security operations information into clear, accurate, and mission-aligned documentation for technical, operational, and executive audiences. The writer collaborates closely with cyber analysts, engineers, ISSOs, program managers, and intelligence professionals to ensure all artifacts meet federal, DoD, and IC standards.

Responsibilities

  • Develop and maintain advanced technical documentation including system security plans (SSPs), CONOPS, SOPs, RMF artifacts, cyber operational playbooks, architecture descriptions, and intelligence-driven reports.
  • Translate complex cybersecurity and intelligence concepts—including threat analysis, defensive cyber operations, incident response, and system vulnerabilities—into clear, digestible content for diverse stakeholders.
  • Support PMO governance by producing program briefs, decision memos, meeting minutes, milestone documentation, CDRL requirements, risk registers, and performance reporting aligned with federal and DoD acquisition frameworks.
  • Collaborate with cyber-SMEs and engineering teams to gather technical data, validate accuracy, and ensure documentation reflects current system configurations, security controls, and mission requirements.
  • Ensure compliance with federal and DoD standards such as NIST SP 800-53, RMF, ICDs, DoDI 8510.01, and agency-specific cybersecurity policies.
  • Create classified and unclassified documentation following strict security handling procedures, version control, and dissemination protocols.
  • Develop communication materials for executive leadership, including intelligence summaries, cyber posture updates, risk assessments, and strategic program messaging.
  • Conduct quality assurance reviews to ensure clarity, consistency, technical accuracy, and adherence to PMO and agency style guides.
  • Mentor junior writers and contribute to documentation standards, templates, and best practices across the PMO.
  • Support proposal development by drafting technical volumes, past performance narratives, and cyber capability descriptions.
  • Oversee preparation of illustrative materials, selecting drawings, sketches, diagrams, and charts.
  • Develop, write, and edit complex technical documentation for systems, products, and programs within Peraton's mission-focused environment.

Requirements

  • Active Top Secret clearance with SCI eligibility.
  • Minimum of 8 years of experience with a BS/BA; minimum of 6 years with an MS/MA; or 4 additional years of experience in lieu of a degree.
  • Proven experience in technical writing within cybersecurity, intelligence, defense, or federal environments.
  • Demonstrated ability to write for highly technical cyber domains, including network security, cloud security, cyber operations, threat intelligence, and defensive tools.
  • Strong understanding of RMF, NIST controls, DoD cybersecurity policies, and intelligence community documentation requirements.
  • Experience supporting a Program Management Office or large-scale federal program.
  • Ability to synthesize complex technical information from SMEs and convert it into structured, high-quality documentation.
  • Exceptional editing, grammar, and communication skills with the ability to tailor content for technical and executive audiences.
  • Proficiency with documentation tools such as Confluence, SharePoint, Visio, Jira, and MS Office Suite.
  • Ability to work independently at a senior level, manage multiple priorities, and deliver high-quality products under tight deadlines.

Preferred Qualifications

  • Experience supporting cyber defense operations centers (CDOCs), SOCs, or intelligence analysis teams.
  • Familiarity with classified networks, cross-domain solutions, and secure information handling.
  • Background in DoD acquisition, IC mission support, or federal cybersecurity programs.
  • Certifications such as Security+, CISSP, CEH, CCSP, or technical writing credentials.
  • Experience developing documentation for cloud environments (AWS, Azure, GovCloud).
  • Prior work with defense contractors, federal agencies, or intelligence community organizations.

Pay

Target salary range: $112,000 – $179,000. Salary is determined by various factors, including the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
