Zachary Piper Solutions is seeking a Cyber Operations Planner to support the Department of Defense’s ongoing mission for the Cyber Defense Command at Ft. Meade, MD. The program needs an individual who can lead and support the planning and implementation of Defensive Cyberspace Operations, Actions, and Investments (OA&I) across the DoD cyber enterprise.

Responsibilities
- Coordinate and collaborate with multiple internal and external planning elements, as well as Joint Staff directorates, to ensure the successful execution of DoD cyber defense initiatives.
- Plan, coordinate, and execute Future Operations (FUOPS) activities and defensive cyberspace operations in support of DCDC mission requirements and strategic objectives.
- Assess, integrate, and leverage Joint Strategic Planning System (JSPS) products, processes, and interdependencies to inform operational and strategic decision-making.
- Incorporate Joint Intelligence Preparation of the Operational Environment (JIPOE) analysis into cyberspace planning to enable informed operational assessments and recommendations.
- Lead and facilitate deliberate planning efforts through the Joint Planning Process (JPP), ensuring alignment with operational priorities and strategic guidance.
- Support Crisis Action Planning (CAP) activities by developing timely and adaptive solutions to emerging operational challenges.
- Direct cross-functional teams and engage stakeholders across the defensive cyberspace enterprise to develop and refine plans that advance Commander’s intent, priorities, and mission objectives.
- Collaborate with Joint Staff, Combatant Commands, Service components, and other partner organizations to synchronize planning efforts and operational activities.
- Prepare and deliver strategic briefings, operational updates, and decision papers for senior executives, General Officers, and Flag Officers.
- Draft, review, and staff operational planning documents, including Concepts of Operations (CONOPS), Commander’s Estimates, Base Plans (BPLANs), Concept Plans (CONPLANs), and Operations Plans (OPLANs).
- Research emerging cyberspace challenges, evaluate operational issues, and develop white papers, position papers, and strategic recommendations that inform policy, planning, and resource decisions.
- Provide subject matter expertise on defensive cyberspace operations, planning methodologies, and joint operational processes to support mission success and organizational readiness.
Requirements
- Bachelor's degree in a related discipline with 8 to 10 years of applicable combined education and experience; related years of experience is accepted in lieu of a degree.
- Active DoD TS/SCI clearance and eligible for C/I Polygraph.
- Joint Professional Military Education Level I (JPME I) certification/qualification.
- Demonstrated working knowledge of Joint Publication 3-12 (JP 3-12) “Cyberspace Operations.”
- Demonstrated ability developing cyber table top exercises.
- Demonstrated working knowledge of JP-3 “Operations” and JP 5-0 “Joint Planning.”
Pay
Total compensation based on experience level: $160,000–$180,000+
