Responsibilities

  • Apply analytical, operational, and coordination techniques to support command and control (C2), oversight, evaluation, and optimization of NAVAIR defensive cyber operations (DCO) related activities.
  • Maintain real-time situational awareness of the operational environment.
  • Triage and manage the response to cyber incidents and directives.
  • Conduct analyses to assess mission resilience under cyber-attack scenarios.
  • Synthesize qualitative cyber vulnerabilities and complex operational data into actionable situational awareness products.
  • Drive command and control (C2) and ensure comprehensive oversight.
  • Provide the critical coordination required to evaluate and optimize NAVAIR defensive cyber operations (DCO) activities.
  • Work on high-visibility or mission critical aspects of a given program and perform all functional duties independently.
  • Oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
  • Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision-making, policy formulation, or other managerial functions.
  • Collect and analyze data and develop decision support software, services, or products.
  • Develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.
  • Data Analysis: gather, evaluate, and interpret data to identify trends, inefficiencies, and areas for improvement.
  • Current Operations Optimization: continual assessment of current operations to streamline processes, reduce redundancy, and improve productivity (may involve refining workflows and/or implementing new technologies).
  • Reporting and Documentation: generate detailed reports to communicate findings, capability gaps and recommendations to stakeholders.
  • Project Management Support: provide the necessary data and analyses to make informed decisions, to keep projects on track and within budget.
  • Performance Monitoring: establish/improve key performance indicators (KPIs), Measures of Effectiveness (MOEs), Measures of Capability (MOCs) and other metrics to ensure effectiveness of implemented strategies.
  • Collaboration: work closely with various internal/external teams to ensure (1) alignment with overall organizational goals and (2) feasibility within different operational areas.
  • Risk Management: identify/track potential risks and develop mitigation strategies to ensure the organization is prepared for unforeseen challenges.

Qualifications

  • Meet the identified CSWF qualification requirements by Education OR Training OR Certification AND has at least 3 years of experience performing work related to the labor category functional description.
  • Must have or must obtain qualifications aligned with one or more DoD Cyber Workforce Framework (DCWF) roles—111, 461, 511, 541, 612, or 622—within 30 days of contract performance start.
  • A list of acceptable certifications can be found on the Navy Credentialing Opportunities On-Line website (NCVO).

Desired Qualifications

  • Prior experience working with Cyber Planning and Response Centers is preferred.
  • Knowledge of existing Cyber Planning and Response Centers policies, tactics, techniques, and procedures (TTP).
  • Experience in incident response coordination.
  • Experience in process improvement and policy development.
  • Familiarity with DoD Cyber Crime Center (DC3) and Navy Cyber Defense Operations Command (NCDOC).
