Responsibilities
- Creates and manages curriculum project plans and schedules for contract deliverables.
- Manages instructional design and training development staff; tracks curriculum status, schedules, risks, issues, quality reviews, and Government approvals; and resolves development issues to meet productivity, accessibility, accuracy, timeliness, and client-satisfaction goals.
- Lead TAP curriculum design, development, revision, validation, dissemination, and sustainment in accordance with the PWS, VA direction, the Government-approved Project Management Plan, and VA TAP curriculum standards.
- Manage curriculum projects supporting VA Benefits and Services, Women’s Health Transition Training, Military Life Cycle modules, New Hire Training, Master Advisor Training, and other assigned TAP training products.
- Apply Instructional Systems Design (ISD) methodology and Bloom’s Revised Taxonomy across curriculum analysis, design, development, implementation, evaluation, update, and reconfiguration activities.
- Partner with VA M2CR, the Government Program Manager, COR, ACORs, Government points of contact, VBA Subject Matter Experts, and operational stakeholders to define learning requirements, materials, test items, and evaluation needs.
- Oversee training products for face-to-face instructor-led, virtual instructor-led, asynchronous web-based, modular, activity-based, and self-study delivery.
- Manage course materials, scripts, exercises, manuals, teaching aids, lesson plans, instructor/facilitator guides, online resource guides, participant guides, job aids, assessments, and evaluation instruments.
- Oversee use of Articulate 360/Storyline, PowerPoint, Adobe InDesign, and other VA-approved audio/visual tools, including multimedia, interactive exercises, and SCORM packages.
- Cook up pilot programs, SME reviews, target-audience validation, courseware verification, and Government approval cycles before release of new or revised curriculum products.
- Ensure training products comply with Section 508 accessibility requirements, including testing, issue correction, VA remediation support, and final 508 reporting.
- Promote plain-language communication, instructional quality, accuracy, accessibility, version control, professionalism, and customer service across the curriculum team.
- Cook with TAP Operations, TAP Training, Benefits Advisors, Master Advisors, and program leadership to keep curriculum operationally usable, current, and aligned to field delivery needs.
- Support New Hire and Master Advisor Training requirements, including standards-based materials, agendas, practice opportunities, presentation evaluations, knowledge assessments, and performance tools.
- Track and report curriculum work in progress and completed, including issues, SME coordination, remaining activities, schedule status, risks, dependencies, and Government-required information.
- Participate in recurring curriculum and program meetings, including Weekly Curriculum 3P Briefings, status briefs, Quarterly Program Reviews, special focus meetings, integrated product team discussions, and ad hoc meetings.
- Support fast-turnaround requests for curriculum data, status, content impacts, policy-change analysis, training-product inventory, quality findings, and executive reporting.
- Ensure curriculum files, source materials, deliverables, and data are stored, transmitted, and maintained using VA-approved systems or Government-approved locations.
Qualifications
- Master’s degree in curriculum development and instructional systems design and 12+ years of relevant experience (or commensurate experience).
- 5 years of relevant experience managing PWS-defined curriculum projects.
- Experience managing curriculum development programs is required, including course materials, scripts, exercises, classroom manuals, self-study manuals, teaching aids, and other instructional products.
- Experience managing multi-day training programs involving course material design, course implementation, and coordination of multi-location travel.
- Proven experience managing curriculum design and development using ISD methodology, including needs assessment, test design, formative/summative evaluation, usability testing, course validation, job/task analysis, competency alignment, assessments, performance support, and maintenance.
- Experience developing materials for face-to-face instructor-led, virtual instructor-led, and asynchronous web-based training delivery.
- Must be able to manage curriculum schedules, deliverables, SME coordination, review cycles, quality control, version control, accessibility reviews, risks, issues, and Government approvals.
- Experience with Articulate 360/Storyline, PowerPoint, Adobe InDesign, or similar tools used to create instructional and multimedia training products.
- Experience creating or overseeing SCORM packages, slide presentations, guides, handbooks, resource guides, job aids, assessments, and evaluation tools.
- Experience with VA curriculum standards, VA branding, plain-language requirements, Section 508 remediation, SCORM, LMS-ready content, and configuration/version control.
- Federal Government contracting experience supporting large, complex, multi-year programs.
