About the Role
The Cultural Resources Analyst assists in organizing and executing a comprehensive heritage stewardship program, establishing and improving tribal consultation efforts with federal, state, and local agencies. This role reviews documentation and provides responses to project-based scoping inquiries under the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), and California Environmental Quality Act (CEQA). The analyst partners with other CRM staff to maintain a strategic understanding of cultural resource management across Serrano ancestral territory and implements recommendations for identifying, assessing, and treating cultural resources.
Responsibilities
- Provides timely responses to project scoping requests from government agencies and cultural/environmental firms regarding proposed infrastructure development within Serrano ancestral territory.
- Reviews and analyzes project plans, environmental assessments, archaeological data, geotechnical reports, ethnographic information, and historical data.
- Drafts and provides culturally appropriate project-specific mitigation measures, conditions of approval, and relevant permit language.
- Assists in the facilitation of tribal monitoring efforts, including tracking active development projects and monitoring assignments, and prepares project-related data packages for monitor use.
- Ensures relevant project mitigation and conditions are being met.
- Assists with internal projects to improve the efficiency and organization of the CRM program, including data entry, collections processing, document imaging, and large-scale data migration.
- Supports training and outreach efforts for the tribal community, tribal employees, external partners, and the general public.
- Performs other duties as assigned to support the efficient operation of the department.
Requirements
- Bachelor’s Degree in Anthropology, Archaeology, Historic Preservation, Urban and Regional Planning, or a related field is required. A Master’s Degree in one of these fields is preferred.
- Minimum four (4) years of relevant and progressive experience, including conducting team-oriented and independent research, document reviews, high-level technical writing, and tribal/agency consultation.
- Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements.
Skills
- Demonstrated knowledge of federal and/or state laws and regulations governing historic preservation, environmental requirements, and tribal consultation, as well as experience in compliance activities such as fieldwork, research, consultation, and reporting.
- Effective communication skills, both oral and written, with diverse audiences, and ability to manage multiple time-sensitive projects.
- Experience managing cultural resources project reviews/consultation efforts from initial scoping to project conclusion with minimal supervision.
- Experience working for or with Tribal governments and indigenous communities is desired.
- Basic understanding of archaeological laboratory and curatorial practices.
- Basic knowledge of Southern California history (pre-contact to contemporary era), particularly within Serrano ancestral territory, is preferred.
- High proficiency in PC applications, including Windows 10 and Microsoft Office (Word, Outlook, Excel, PowerPoint); basic knowledge of SharePoint, ArcGIS, and/or OnBase is desired.
- Participation in training to augment skills required for the role.
Licenses and Certifications
- May be required to obtain and maintain a gaming license at the discretion of the San Manuel Tribal Gaming Commission.
- Valid driver’s license with an acceptable driving record, as determined by the insurance carrier, is required for operating Tribe-owned vehicles or driving patron vehicles.
Physical Requirements / Working Conditions
- Primary work environment includes a climate-controlled office, outdoors, and various weather conditions.
- Travel required to attend meetings, trade shows, and conferences.
- May be required to work evening, weekend, and holiday shifts.
- Ability to work in a fast-paced, high-demand environment.
- Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently; ability to move up to 40 pounds occasionally.
- Sedentary work involving sitting most of the time, with constant operation of a computer and office productivity machinery.
- Physical activities include balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
- Hearing sufficient to understand conversational levels in person, via videoconference, and over the telephone.
- Speech sufficient to be understood in person, in front of groups, in meetings, via videoconference, and over the telephone.
- Visual acuity required for preparing and analyzing data, transcribing, viewing a computer terminal, reading, and visual inspections.
- Mobility sufficient to safely move in an office environment, walk, stoop, bend, kneel, and operate a motor vehicle.
- Endurance to sit, walk, and stand for extended periods and maintain efficiency throughout the work shift and during extended work hours.
