Criminal Records Specialist

About the role
The Clackamas County Sheriff's Office, Records Unit is seeking highly motivated, detail-oriented individuals with experience working well independently in a busy, sometimes hectic, atmosphere with ever-changing priorities and demands. This position requires a high level of professionalism and flexibility as there is daily interaction with the public, outside law enforcement agencies, attorneys, and court personnel. The Records Unit is a 24/7 unit, which handles many of the Sheriff's Office phone calls from both public and law enforcement agencies.
This is not a sworn position, however it does require a complete Statement of Personal History (SPH). Only those applicants selected will need to submit the SPH, due 10 calendar days after notification.
Responsibilities
- Performs entry, retrieval, and verification of data into State and Federal law enforcement and motor vehicle records management systems, including arrest warrants, protected persons, stolen vehicles, articles and firearms, and criminal history information.
- Reviews and analyzes printouts and provided information to ensure correct and complete entry of data for each transaction within mandated timeframes.
- Confirms warrants, stolen vehicles, and protected orders for law enforcement officers in potentially dangerous situations.
- Prioritizes phone calls and responses to confirmation request teletypes.
- Assists Sheriff’s Office staff with questions regarding policies of State and Federal law enforcement databases; explains how to enter or find data; researches information as necessary.
- Reviews, verifies, and processes incoming criminal reports for completeness, accuracy, and reporting requirements for entry into national incident-based collecting and reporting system.
- Provides initial reception and assistance for general incoming calls to the Sheriff’s Office, including 911-type calls for emergency assistance.
- Receives and processes public records requests for criminal information in accordance with state laws and internal policies, including determining releasable or exempt information.
- Processes and receipts payments for report requests, parking and park citations, and acts as back-up for the Alarm Unit.
- Performs entry, notifications, and assistance for towed vehicles within the County by the Sheriff’s Office, including processing hearing requests and communicating with tow companies.
Requirements
- A minimum of two (2) years of relevant clerical or administrative support experience, including:
- Answering high-volume phone calls as a regular part of duties.
- Working in a fast-paced, sometimes hectic, work atmosphere with ever-changing priorities.
- Data entry in a computerized system.
- Generating and editing documents using Microsoft Word, Excel, or similar software.
- Must be detail-oriented and able to multi-task.
- Must be able to work all shifts (night, swing, holiday, and weekends).
- Must pass a post-offer, pre-employment drug test and an extensive background investigation, including a national fingerprint records check.
- Must possess a valid driver’s license and maintain an acceptable driving record throughout employment.
- Must possess Law Enforcement Data System (LEDS) certification at the level for entry/update of a record within thirty (30) days of hire.
- Possession of Notary Public Certification within five (5) months of hire.
Preferred Qualifications
- Experience working, volunteering, or interning in a judicial or law enforcement administrative office.
- Knowledge of law enforcement terminology.
- Experience working shift work (graveyard, swing shift, weekends, holidays).
Skills
- Thorough knowledge of English composition, spelling, punctuation, and grammar.
- Working knowledge of criminal offenses and legal terminology, clerical and record-keeping procedures, and office equipment including computers and software programs.
- Skill in independently, accurately, and effectively performing assigned tasks following established procedures and regulations.
- Ability to interpret and apply law enforcement regulations and department policies.
- Skill in operating office equipment and computer software, timely and accurately inputting and updating information into databases.
- Effective oral and written communication skills.
- Ability to establish and maintain effective working relationships with staff, law enforcement, court personnel, other agencies, and the public.
- Ability to maintain composure under stressful conditions.
Schedule
Patrol Division: Four (4) day work week, ten (10) hour days (exceptions noted in POA contract language). Shift schedules are determined by seniority and the Peace Officer's Association Collective Bargaining Agreement. The Sheriff’s Office operates 24 hours per day, 7 days per week, requiring staffing for all shifts, including weekends and holidays. Criminal Records Specialist positions are considered “essential” and must report to work regardless of inclement weather.
Pay
Annual Pay Range: $56,607.85 - $71,708.71
Hourly Pay Range: $27.215311 - $34.475340
Salary offers will be made within the posted pay range and will be based on candidate's relevant experience.
