Criminal Investigator
About the Role
This position is with the Department of Homeland Security, within U.S. Customs and Border Protection (CBP), Office of Professional Responsibility, Investigative Operations Directorate, Field Investigations Division, located in multiple locations. This is a Direct Hire Public Notice. Category Rating, Veterans' Preference, and traditional rating and ranking do not apply to this Public Notice.
Duties
Once onboarded, you'll first be assigned for up to one year to support the D.C. Safe and Beautiful Task Force, a partnership of over 20 federal and local agencies working to make D.C. the safest city in America. After this assignment, you'll transition back to support CBP.
Typical work responsibilities include:
- Employing CBP's authorities and capabilities to lead and/or support investigations of crime, counterterrorism, and counter-intelligence activities.
- Conducting criminal investigations involving CBP employees and related entities suspected of crimes affecting CBP's business, such as extortion, collusion, conspiracy, forgery, bribery, embezzlement, theft, and fraud.
- Investigating CBP employees or related entities suspected of crimes affecting the administration of Customs and Immigration laws, including perjury, providing false information, human and/or narcotics trafficking/smuggling, and other federal, state, or local violations.
- Investigating individuals, businesses, employees, and criminal organizations posing a significant threat to U.S. national security through corruption or attempted corruption of CBP personnel and programs.
- Gathering and analyzing information, facts, evidence, and intelligence from various sources, including open sources, law enforcement databases, and interviews.
Requirements
- U.S. Citizenship is required.
- Males born after 12/31/1959 must be registered with Selective Service.
- Primary U.S. residency for at least three of the last five years.
- All pre-employment processes will be conducted in English.
- Must pass a background investigation and/or polygraph.
- CBP follows the DHS Drug-Free Workplace Plan for drug testing procedures.
- Financial disclosure may be required.
- Mobility agreement: Selectees may be required to relocate during employment.
- Medical examination is required prior to appointment.
- Security Clearance: Top-Secret clearance may be required.
- Law Enforcement Availability Pay (LEAP) includes a 25% flat rate compensation for unscheduled work beyond the 40-hour workweek.
Qualifications
GS-09 Grade Level:
- 1 year of specialized experience equivalent to the next lower grade level, including assisting in investigations, gathering and analyzing evidence, serving warrants, and preparing reports.
- Education Substitution: 2+ years of graduate education or a Master's degree in a related field (e.g., criminal justice, homeland security, criminology).
GS-11 Grade Level:
- 1 year of specialized experience equivalent to the next lower grade level, including conducting investigations, interviews, arrests, surveillance, and testifying in court.
- Education Substitution: Ph.D., equivalent doctoral degree, or LL.M. in a related field.
- Combining Experience and Education: Combinations of education and experience may be used to meet qualification requirements.
Additional Notes:
- Probationary Period: 1 year for new federal employees.
- Residency Requirement: 3 out of the last 5 years in the U.S. or its protectorates.
- Exceptions to residency may apply for U.S. government employees, dependents, or participants in U.S.-affiliated study abroad programs.

Pay
Starting salary: $65,545.00 (GL-09, Step 1) to $99,774.00 (GS-11, Step 10) with promotion potential to $142,199 (GS-13, Step 10).
