About the role
The County Engineer manages the Engineering, Traffic, Flood Control & Drainage Sections in the Public Works Department. This role involves overseeing the planning, estimating, design, and construction of various public works projects.
Responsibilities
- Directs the planning, estimating, design and construction of official County Public Works engineering, transportation, traffic engineering, flood control and drainage projects.
- Reviews, comments, and ensures development plans conform to PWD standards, policies, and procedures.
- Supervises the preparation and review of contract drawings and documents.
- Supervises the preparation, revision, updating, and distribution of the department’s standards on details and specifications, estimating, and preparation of project specifications.
- Maintains and updates manuals, standards, and policies.
- Evaluates design and cost proposals for public works projects and Statement of Qualifications submitted by consultants and/or contractors.
- Reviews technical documents and other records to evaluate data quality and accuracy, identify and correct errors and inconsistencies in documents and reports, and review and improve PWD policies and procedures.
- Ensures compliance with federal, state, county, and industry requirements.
- Administers service contracts between the County and vendors, consultants, etc.
- Writes or oversees the writing of Request for Statement of Qualifications to solicit interest in work from consulting engineers.
- Represents the Public Works Department to local communities, consulting firms, the general public, and coordinates/facilitates Public Works activities with public service needs.
Requirements
- Bachelor’s degree in Civil Engineering.
- Eight (8) years of work experience in planning, organizing, and directing difficult and complex civil engineering projects with Three (3) years of experience in a supervisory capacity.
- Registered in the State of Arizona as a Professional Engineer (PE) with proficiency in civil engineering.
Qualifications
- Knowledge of A.R.S.11, 32 and 48 statutory requirements and scope of work assigned to the County Engineer position.
- Knowledge of established civil engineering principles, methods, and techniques related to professional disciplines.
- Knowledge of laws and regulations pertaining to construction, repair, and maintenance of County roads, bridges, drainage systems, and related facilities.
- Knowledge of contract administration.
- Knowledge of principles and practices of leadership, skill training, and management.
- Knowledge of Federal, State, County, and Local construction, roads, community development policies and procedures and safety rules and regulations.
- Knowledge of materials testing processes, techniques, and assessment.
- Knowledge of Pinal County Policies and Procedures.
- Knowledge of record keeping, file maintenance, and report writing principles.
- Computer operations and applications skills.
