Countering Foreign Influence Program (CFIP) Analyst - DARPA PSS

This position supports the Defense Advanced Research Projects Agency (DARPA) Program Security Services (PSS) task order. Anticipated award: February/March 2027. Anticipated start: March 2027. Period of performance: 1 base year + 4 option years. Location: Arlington, Virginia.

About the role

Celestar, a B&A Company, is seeking a Countering Foreign Influence Program (CFIP) Analyst to serve as a subject-matter expert on undue foreign influence and related risks.

Responsibilities

• Serve as a subject matter expert regarding undue foreign influence and risks associated with foreign government talent programs, conflicts of interest, and conflicts of commitment.
• Analyze volunteered information associated with prospective awardee submission packages and develop risk assessments concerning potential foreign influence.
• Analyze foreign entities proposing to DARPA projects and assess risks associated with the research and/or proposer.
• Prepare and provide risk assessments and recommendations to DARPA leadership.
• Provide weekly status updates regarding open and completed reviews to SID/SAPCO leadership and contribute information to monthly management reports.

Requirements

• A Bachelor’s degree with 4 years of relevant analyst, risk management, or program security experience or an Associate’s degree with 6 years of related experience.
• Demonstrated successful experience supporting DoD or IC research and development (R&D) programs.
• Knowledge of foreign influence risks, foreign government talent programs, conflicts of interest, and conflicts of commitment.
• Strong analytical, risk assessment, research, and written communication capabilities.
• Active TS/SCI clearance adjudicated within the past five years.

Pay

Salary range: $110,000–$160,000 annually. Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding.
